Speaking at the conference, General Secretary Nguyen Phu Trong noted that the entire army should focus on proactively grasping the situation and providing timely, accurate and appropriate advice on solutions to successfully handle situations, including those in the air, at sea, at the border and inland. The entire army should continue to maintain a proactive strategic position, not being passive or surprised; actively research and advise the Party and the State to issue resolutions and laws on military, national defense, national defense and civil defense. The focus is on summarizing and implementing the Resolution of the 8th Central Conference of the 13th tenure on the National Defense Strategy in the new situation.
The General Secretary requested the leadership and direction of the entire army to strictly carry out the task of combat readiness; be proactive in plans, prepare well in all aspects, and successfully respond to non-traditional security challenges; participate in preventing, combating, and overcoming the consequences of natural disasters; search and rescue (especially in the upcoming rainy and stormy season), and provide the highest protection for people's lives and property. The General Secretary emphasized the need to ensure adequate and timely logistics and technology, and promote the development of the defense industry in a modern and dual-use direction to meet the equipment needs of units. Further improve the effectiveness of international integration and defense diplomacy in accordance with the spirit of the Politburo's Conclusion on international integration and defense diplomacy until 2030 and the following years.
General Secretary Nguyen Phu Trong requested to continue building a truly clean and strong Party organization in the Army; pay special attention to building a strong cadre team with good virtue, talent, and high prestige; superiors must set an example for subordinates, commanders must be exemplary in front of the entire unit; focus on training and educating the army cadre team in the spirit of "7 dares": "dare to think, dare to speak, dare to do, dare to take responsibility, dare to innovate, be creative, dare to face difficulties and challenges, and dare to act for the common good".
The General Secretary pointed out that it is necessary to better lead and direct the work of mass mobilization, helping people develop the economy and society; prevent, combat and overcome the consequences of natural disasters and epidemics; participate in building political bases in localities, grasp the local situation to closely coordinate with local Party committees, authorities, and police forces to build safe areas; and not let hot spots and complicated incidents occur. “You comrades have done very well in this work, clearly affirming the function of your working army; proactively coming to the people, helping the people with what they need, supporting the people with what they lack. That is the work that demonstrates the nature and good tradition that the Army needs to promote further in the coming time, contributing to building a solid people's position, raising vigilance, and absolutely not allowing hostile forces to entice and incite,” said the General Secretary.
