Hai Duong Newspaper received feedback from some residents of Tan Thanh village about Han Binh Phat Company Limited causing environmental pollution, affecting people's lives.

According to local residents, Han Binh Phat Company is causing serious air pollution. Specifically, the company cuts synthetic fabrics with laser cutting machines, causing a burning smell, along with many toxic substances when burning fabric fibers. Mr. Tran Duc Sang, who lives next to Han Binh Phat Company Limited, said: “In the past few months, the company has continuously discharged air pollution into the environment. My family and many other families living nearby have repeatedly requested the company to handle environmental pollution, but they have all been ignored. We have also reported to the leaders of Kim Anh commune.”

Some residents living near Han Binh Phat Company Limited also said that recently this company has switched to working at night to avoid public attention.

Speaking to reporters, a representative of the Kim Anh Commune People's Committee said that Han Binh Phat Company has been operating since 2023, specializing in laser cutting and engraving services for products made of fabric, leather, mica, wood, garments, and trading in machinery and equipment for the garment industry. The locality has received information from people about the company's emissions causing environmental pollution.

Forced closure

According to information from the People's Committee of Kim Thanh district, after receiving feedback and recommendations from people regarding Han Binh Phat Company causing environmental pollution, on July 4, the People's Committee of the district directed an inspection of the company's operations.

According to the inspection results, Han Binh Phat Company signed a contract to rent a 190 m2 workshop on the residential land of Ms. Phung Thi Thuy's family in Tan Thanh village from October 15, 2023. The company is processing laser cutting fabric to sew teddy bears for a business in Phu Thai Industrial Park (Kim Thanh). At the time of inspection, there were 4 workers working, 7 automatic laser cutting machines, cutting fabric...

During operation, the company uses a hood installed in the corner of the workshop, and an exhaust fan mounted on the wall (there is no separate exhaust system for the cutting machines). During the fabric cutting process, the fabric edges are cut and burned, creating an unpleasant burning smell. The working environment and raw materials are not kept in order; they are piled up in small piles on the floor. The working conditions of the workers are not guaranteed (high temperature, unpleasant burning smell due to laser cutting, no fire escape). The company has not yet had the procedures for environmental protection and fire prevention and fighting registered and licensed by the competent authority.

The inspection showed that Han Binh Phat Company's operations did not ensure environmental hygiene and fire prevention conditions.

The People's Committee of Kim Thanh District has requested Han Binh Phat Company to temporarily suspend operations from July 5, 2024 to implement environmental protection, fire prevention and fighting, and labor safety measures; and complete procedures in accordance with the law. The enterprise may only resume operations after receiving approval and permission from competent authorities.

Kim Thanh District People's Committee assigned specialized agencies and Kim Anh Commune People's Committee to continue monitoring and supervising the company's compliance with the suspension of operations; promptly handle and inform about violations (if any).
