Comrade Tran Quang Canh, Director of the Department of Health chaired the meeting at Hai Duong. Also attending were representatives of leaders of a number of relevant departments and branches; leaders of a number of medical training facilities, centers, and provincial hospitals.
At the workshop, the Director of the Hai Duong Department of Health provided an overview of the province's health system. Currently, Hai Duong has more than 2,500 doctors with nearly 6,800 hospital beds. The province has 10 general and specialized hospitals at the provincial level, 12 multifunctional district-level health centers that both treat and do preventive work and ensure food hygiene and safety. The grassroots level is the commune-level health stations that play a role in taking care of people's health, implementing preventive medicine for infectious diseases and managing non-communicable diseases.
The Director of the Department of Health assessed Cuba as a country with a highly developed health system with 84 doctors per 10,000 people. Cuba is one of the countries with the highest average life expectancy in the world. Primary health care and public health are Cuba's strengths. At the same time, Cuba is a country that develops biotechnology, vaccine production, and stem cells. This is the first country to successfully produce a Covid-19 vaccine. In addition, Cuba also has many research centers on the liver and immunity, meeting the needs of people's health care and protection.
With the view that prevention is better than cure, the Director of the Department of Health proposed that the Cuban Ministry of Health support the Hai Duong health sector in primary health care, especially in the management of non-communicable diseases according to the principles of family medicine. At the same time, support and train Hai Duong health sector in medical experts as well as transfer technology in biotechnology and drug production.
At the workshop, Mr. Vitor Philippe, Vice President of the Cuban Medical Services Company under the Cuban Ministry of Health, pledged to arrange two consultants to support Hai Duong in primary health care. In Cuba, public health and family doctors play a very important role, managing 80% of the medical workload. Cuba pays great attention to vaccination to create community immunity. In particular, it pays special attention to maternal and child health care. Cuba has successfully researched a vaccine to prevent diabetes. This is a dangerous and common disease in Vietnam, but people have not paid attention to disease prevention.
Regarding Hai Duong’s request for biotechnology transfer, Mr. Vitor Philippe promised to discuss with the specialized unit in this field of the Cuban Ministry of Health to help and support the province in a timely manner. The Cuban Ministry of Health has full conditions to receive and train medical experts from Hai Duong in 53 different specialties. Cuba is ready to receive Vietnamese patients in general and Hai Duong patients in particular to Cuba for treatment.
At the workshop, the two sides also exchanged and introduced a number of medical services and biotechnology products, and trade mechanisms for recruiting human resources.
It is expected that in 2025, Hai Duong will organize a working delegation to attend the Fit Salud International Conference and Fair on tourism, healthcare and welfare in Cuba.
