The Civil Aviation Authority of Vietnam has just pointed out difficulties and obstacles in the process of piloting the application of level 2 electronic identification accounts for air travel.
Passengers voluntarily pilot the application of level 2 electronic identification accounts to check in for flights at Noi Bai airport.
The Civil Aviation Authority of Vietnam has just sent a document to the Ministry of Transport reporting on some difficulties and obstacles in the pilot application of level 2 electronic identification accounts (VNeID accounts) for passengers when checking in for flights.
Accordingly, after receiving approval from the Ministry of Transport, from June 1 to August 1, 2023, the Civil Aviation Authority has piloted the application of level 2 electronic identification accounts at airports for passengers when checking in for domestic flights.
Airports have used the method of checking VNeID accounts by visual inspection (checking with the naked eye); in special cases, if it is necessary to check the authenticity/falsehood of a VNeID account, the verification method is used by using the account of an aviation security control officer to scan the QR code.
According to the report of Vietnam Airports Corporation (ACV) and Van Don International Airport, the average rate of passengers using VNeID accounts to board flights (domestic flights) is 0.64%. The average visual check time is 20 seconds; the average time for checking by using VNeID accounts of aviation security staff to scan the QR code of passengers' VNeID accounts is 24 seconds (while if passengers use regular flight documents through visual check, the average time is 6 seconds).
The Civil Aviation Authority of Vietnam also assessed that during the implementation process, there were shortcomings such as using personal assets of aviation staff to conduct VNeID checks; at some airports, especially in mountainous and island areas, telephone and internet transmission lines were unstable, so the check time was longer than usual, and sometimes it was even impossible to open a VneID account.
In addition, elderly passengers have difficulty operating on their phones; passengers use VNeID accounts to board flights and check-in online on the same device, making it difficult to check and compare information on tickets and information on passengers' identification documents; the expiration date of the citizen identification card displayed on the VNeID software is small and difficult to see (especially for phones with small screen sizes)...
However, to ensure the rights of passengers as prescribed in Decree No. 59/2022/ND-CP dated September 5, 2022, the Civil Aviation Authority recommends that the Ministry of Transport apply the acceptance of VNeID accounts for air passengers as a pilot plan and requests relevant agencies and units to proactively find solutions to overcome difficulties and problems arising, according to their functions and tasks.
In parallel with accepting VNeID accounts with visual inspection as above, the Civil Aviation Authority also requested the Ministry of Transport to send a document to the State Capital Management Committee at enterprises to direct ACV to urgently carry out investment procedures and purchase equipment according to the provisions of law to resolve the difficulties and inadequacies in the pilot application process as mentioned above.
