After more than 10 days of launching a campaign to crack down on crimes during the Lunar New Year 2025, a series of subjects related to firecracker violations have been handled by local police in Hai Duong.

Vu Viet Trung in Tranh Dau village, Gia Xuyen commune (Hai Duong city) was arrested by Hai Duong city police while transporting over 9.4 kg of firecrackers.

Intentional violation

At noon on December 18, Vu Viet Trung, born in 2006 in Tranh Dau village, Gia Xuyen commune (Hai Duong city), was riding a motorbike 34B5-170.25 on provincial road 390, in Vu La residential area, Nam Dong ward (Hai Duong city) when he was stopped by the Economic and Drug Police Team in coordination with the Traffic Police - Order Team (Hai Duong City Police) for inspection.

Not only violating alcohol concentration, no driver's license, no vehicle registration, Trung was also discovered carrying 47 homemade firecrackers, weighing over 9.4 kg.

On December 20, the Hai Duong City Police Department initiated a criminal case against Trung for transporting prohibited goods. It is worth noting that Trung confessed to making the above "batch" of firecrackers with the purpose of earning money for Tet shopping, even though he knew it was a prohibited act.

In Hai Duong, although the authorities continuously propagate and warn about the dangers related to the transportation, trading, storage and manufacturing of firecrackers, at the end of the year, especially near the New Year and Lunar New Year, this situation is very complicated.

Lieutenant Colonel Dang Xuan Hoan, Captain of the Criminal Police Team (Hai Duong City Police) said that subjects related to firecrackers often take advantage of the end of the year to secretly operate despite knowing the consequences.

Most of the subjects, when arrested, clearly knew that they were violating the law when buying, selling, manufacturing, storing, and producing fireworks, but still deliberately committed them.

Violators also come from many other localities such as Dong Nai, Hoa Binh, Thanh Hoa...

At around 11:00 a.m. on December 18, Tu Ky District Police caught Mai Thanh Tien, born in 1999, residing in Hamlet 2, Phu An Commune, Tan Phu District (Dong Nai), in possession of firecrackers in a backpack, totaling 10.7 kg.

At the Investigation Police Agency of Tu Ky District Police, Mai Thanh Tien confessed to his crime and confessed that he knew the consequences of his actions would be dangerous to people but still sold fireworks just for profit.

According to the authorities, firecracker crimes occur all year round but are concentrated near Tet. At this time, buying and selling activities are bustling, causing many people to mistakenly believe that local police and units have to spread their forces thin, making it easier for them to commit crimes. However, even if the criminals involved in firecrackers operate in a sophisticated manner and have many cover-up tricks, they will still be discovered and severely punished.

"Hot" situation of homemade fireworks

Many people try to make fireworks by following instructions on the internet, posing a high risk of fire, explosion, and injury.

In recent years, the situation of illegal production and manufacturing of fireworks has tended to become more complicated.

Most of the violators, when discovered, admitted to researching the manual manufacturing method on social networks and then buying the raw materials (precursors) to hide at home. Then they carried out the next steps such as cutting paper, rolling firecracker shells, mixing explosives, adding explosives, slow-burning fuses, stuffing, punching, etc.

In which, filling the gunpowder, the fuse (firecracker fuse), and stuffing the firecracker are the most dangerous steps, easily causing fire and explosion, directly threatening the life and health of the producer and everyone around.

A typical case was on December 15, when Kim Thanh District Police discovered Bui Van Toan, a native of Hoa Binh, in Hop Nhat village (Lai Khe commune) storing 192 kg of raw materials for making firecrackers.

Large-sized fireworks can be dangerous to both the user and those around them.

On December 15, Binh Giang District Police arrested Tan Lao Ta (born in 2005, in Trung Ho Village, Sin Suoi Ho Commune, Phong Tho District, Lai Chau) when he brought over 9.3 kg of firecrackers to Toan Gia 1 urban area (Ke Sat town) to hide. This subject said that he returned to Binh Giang district but did not have a job, so he rented a room at Hoang Anh motel, Trung area (Ke Sat town) to illegally manufacture firecrackers. Tan Lao Ta confessed that all the materials were purchased from an unknown man in Hai Duong...

According to Captain Nguyen Van Linh, Criminal Police, Economic, Drug Team (Tu Ky District Police), despite implementing many preventive, combative, and deterrent measures combined with propaganda and mobilization of people to raise awareness and law enforcement of people regarding the management and use of firecrackers, violations of the law related to firecrackers are still complicated.

To prevent this situation, in addition to the involvement of the police force, it is necessary to have the cooperation of local authorities, families, and schools to prevent and stop violations of the law on fireworks, especially at the end of the year, near Tet.

By December 24, police in many localities in the province, such as Hai Duong City, Kim Thanh, Thanh Ha, Thanh Mien, Tu Ky, Binh Giang... had discovered and handled cases related to the production, transportation, storage, and sale of firecrackers, weighing tens of kilograms, and prosecuted many subjects.
