Recently, the situation of resisting law enforcement officers in Hai Duong has become complicated, endangering officers on duty and surrounding residents.

Cases of resisting law enforcement officers cause many difficulties for authorities in handling and ensuring order and security.

On the evening of December 26, the Traffic Police - Order Team (Gia Loc District Police) was on duty at Road 191D, asking Bui The Dung (born in 1967, in Zone 6, Gia Loc Town) to ride a motorbike to check alcohol concentration. Dung not only did not comply but also continuously cursed and insulted the officers of the working team. Afterwards, Dung also picked up a broken brick from a nearby tree and attacked, injuring an officer in the team.

Immediately afterwards, Dung was restrained and arrested. The alcohol test result for Dung was 0.814 mg/l. After completing the file, on December 28, Gia Loc District Police initiated a criminal case, prosecuted the accused, and issued an order to detain Dung for resisting a person on duty.

On the evening of December 7, also violating alcohol concentration, Le Van Dung (born in 1967 in Thanh Tri ward, Hoang Mai district, Hanoi) was invited by the Working Group of Binh Giang District Police to make a record. However, Dung did not comply, cursed and insulted the working group, then got into a fight causing an officer in the group to suffer injuries to his hand and face... After being arrested and taken to the police station for questioning, Dung confessed that he had drunk alcohol and could not control himself, so he acted like that.

Recently, although Hai Duong authorities have increased propaganda and dissemination of legal education, there are still some people with limited awareness, unable to control their behavior, resisting law enforcement officers, causing insecurity and disorder, affecting the performance of duties of authorities.

In 2024, in Hai Duong province, there were nearly ten cases of resisting law enforcement officers involving the police force. In addition to cases with criminal records, bad character, there were also many people who had no criminal records, previous violations. Notably, there were young subjects.

A typical case is the case of a 12th grade student of a high school in Hai Duong city who "crossed the checkpoint" and crashed his motorbike into a working group, seriously injuring a traffic police officer who had to be rushed to the emergency room in critical condition. The person who caused the incident was Dinh Tien Minh (born in 2007, living at 9/42 Tue Tinh, Binh Han ward). Because he was not wearing a helmet, did not have a driver's license, and was afraid of being checked and processed, when approaching the first checkpoint, Minh accelerated and sped away, trying to pass the first checkpoint. Seeing this, the officer on duty at the checkpoint behind asked him to stop, but Minh did not comply and deliberately drove away on his motorbike, crashing into a comrade in the working group, seriously injuring this comrade.

Major Pham Duc Hai, Criminal Police Team (Gia Loc District Police) said:"The situation of resisting law enforcement officers often tends to occur on weekends, holidays and Tet. This is the time when many people use alcohol or other stimulants but still deliberately participate in traffic, leading to a series of violations. Unfortunately, they are not aware of their behavior, and their actions affect the functional forces on duty."

Senior Lieutenant Phan Van Tho, Criminal Police Team of Binh Giang District Police, affirmed: "The police agency will resolutely handle strictly to prevent and deter cases of signs or intentional violations."

Hai Duong Provincial Police have been stepping up propaganda, prevention, and combat work, promptly detecting, stopping, and handling cases of resistance against law enforcement officers, especially groups of subjects related to young people. The police force will strictly handle violations, contributing to ensuring the safety of the force on duty and ensuring security and order in localities in the province.
