President To Lam attends the launching ceremony of the Grassroots Security and Order Protection Force

On the morning of July 1, in Ho Chi Minh City, the launching ceremony of the Force participating in protecting security and order at the grassroots level was solemnly held by the Ho Chi Minh City People's Committee.

President To Lam attended and gave a speech.

Also attending the event were Party Central Committee member, Chairman of the Office of the President Le Khanh Hai; Party Central Committee member, Chairman of the Ho Chi Minh City People's Committee Phan Van Mai; along with representatives of central and Ho Chi Minh City departments and agencies, as well as a number of units in the People's Public Security force.

The force participating in protecting security and order at the grassroots level was formed from the consolidation of three existing forces including: semi-professional communal police, civil defense and militia. This is a force that has been formed and developed over many revolutionary periods, is an extended arm of the People's Police at the grassroots level, participating in protecting security, order, social safety, fighting against crimes and other violations of laws on security and order at the grassroots level; acting as the core in the movement to build and protect the Fatherland, protect the nation, ensure social order and safety, making an important contribution to serving the cause of economic, cultural and social development at the grassroots level.

According to the Ministry of Public Security, the Law on Forces Participating in Protecting Security and Order at the Grassroots Level was passed by the 15th National Assembly, 6th Session on November 28, 2023, effective from July 1, 2024, creating an important, solid, and comprehensive legal basis for building, consolidating, and maintaining forces participating in protecting security and order at the grassroots level; contributing to perfecting, arranging, and deploying forces, streamlining focal points associated with perfecting the functions, tasks, powers, and working relationships of each grassroots organization; promptly meeting the requirements and tasks of ensuring security and order in the new situation.

According to the provisions of the law, the force participating in protecting security and order at the grassroots level is a force established by the local government on the basis of the people's voluntary participation to support the commune, ward and town police (commune-level police) to help the People's Committees at the same level in protecting security and order and building a movement for the entire people to protect national security; under the comprehensive leadership of the Party Committee, the management of the People's Committee at the commune level; the guidance, assignment and inspection of the commune-level police.

At the launching ceremony, about 1,000 members representing the forces participating in protecting security and order at the grassroots level in Ho Chi Minh City participated in the parade as well as a live drill to handle complex situations regarding security and order and the coordination of forces participating in protecting security and order at the grassroots level.

Speaking at the ceremony, President To Lam expressed his joy at attending the launching ceremony of the force participating in protecting security and order at the grassroots level in the city named after beloved Uncle Ho; at the same time, on behalf of the Party and State leaders, he welcomed the city government for being very prompt and active so that the launching ceremony of the force participating in protecting security and order at the grassroots level could take place solemnly and thoughtfully.

The President emphasized that the Law on Forces Participating in Protecting Security and Order at the Grassroots Level, which officially took effect from July 1, 2024, has met the objective practical requirements in ensuring security and order at the grassroots level; at the same time, it has promptly institutionalized the Party's guiding principles in the Resolution of the 13th National Congress, which is: "Pay attention to building forces, ensuring social order and safety at the grassroots level to meet the requirements of the task of maintaining security and order at the grassroots level", creating a complete and appropriate legal basis for the management and use of forces to support the Commune-level Police in performing their tasks, proactively and promptly resolving on-site, right from the grassroots level, incidents related to security and order.

The President pointed out that implementing the Central Government's direction with the active and urgent participation of the Government, the Ministry of Public Security, central ministries, branches, local Party committees and authorities, and the response and support of the people, in just a short time, the work of concretizing, guiding the implementation of the Law and preparing forces has been completed.

Among the provinces and centrally-run cities, Ho Chi Minh City has the largest force participating in protecting security and order at the grassroots level in the country, with 4,861 security and order protection teams and more than 15,000 exemplary members taking the lead in implementing the Party's policies and guidelines and the State's laws.

On behalf of the Party and State leaders, President To Lam warmly commended the achievements, efforts, proactiveness and positivity of the City Party Committee, government, police force and agencies, departments, branches and unions of Ho Chi Minh City in organizing the implementation of the Law and making good preparations for the establishment of forces to participate in protecting security and order at the grassroots level.

In the context of the world and regional situation having many rapid and complicated developments, the sabotage plots of hostile and reactionary forces, and all kinds of crimes becoming more fierce, sophisticated and dangerous, the President requested to focus on building forces participating in protecting security and order at the grassroots level, truly being an extension of the People's Public Security force in serving the people, protecting the legitimate rights and interests, peaceful and happy life of the people, contributing to consolidating the close relationship between the Party, the State and the people, deploying a solid people's heart position on the basis of each locality and grassroots, maximizing the potential and strengths of this force in mass mobilization work, grasping the situation from the people; at the same time, promptly detecting and participating in resolving complicated issues and incidents early, not allowing small conflicts to become major incidents or crimes to arise, consolidating the strong movement of the entire people to protect national security in the city.

The President also requested that Party committees and authorities at all levels of the city need to unify their awareness, correctly identify the position and importance of the forces participating in protecting security and order at the grassroots level in order to lead and direct full and comprehensive implementation, as well as focus on doing well the work of selecting, training, fostering and improving the political, legal and professional capacity of the forces participating in protecting security and order at the grassroots level; pay attention to ensuring material facilities, equipment, regimes and policies for the forces participating in protecting security and order at the grassroots level according to regulations, suitable to the conditions of the city's development; and have a mechanism to motivate and encourage this force to participate long-term as well as attract union members and young people with capacity to actively participate in meeting the requirements of the task, ensuring security and order at the grassroots level in the new situation.

Along with that, according to the President, it is necessary to continue to take care of building a clean, strong, disciplined, elite, and modern revolutionary People's Public Security force, especially a model communal-level Public Security force in terms of security and order, associated with perfecting the force participating in protecting security and order at the grassroots level.

Party committees and authorities at all levels focus on building and replicating good models and practices, typical and advanced examples in deploying this force in Ho Chi Minh City in particular and the whole country in general, promptly praising, encouraging and rewarding collectives and individuals with outstanding achievements in performing tasks and participating in preventing and fighting crimes, protecting security, order and safety for the people.

Thoroughly implementing Uncle Ho's teaching that "Whatever is beneficial to our people, we must do our utmost to do, whatever is harmful to our people, we must avoid. We must love and respect the people, then the people will love and respect us", the President requested the forces participating in protecting security and order at the grassroots level to continue to promote the revolutionary tradition, achievements, and exemplary role models to constantly stay closely connected with the people, with the spirit of serving the people, constantly training, improving political qualities, understanding of the law, working capacity, solidarity, and close coordination with the commune-level police to strive to successfully complete all assigned tasks.

The President expressed his belief that with the glorious tradition and results and achievements gained in the past time, the Party Committee, government and people of Ho Chi Minh City will successfully complete the goals set in 2024 and the following years.

The force participating in protecting security and order at the grassroots level will promote its role in supporting the ward police force and functional forces, maintaining security and order, contributing to building and developing the city to be increasingly safe, prosperous, civilized, and affectionate for the peace and happiness of the people.
