To arrange the organization, cadres, civil servants and non-professional workers when implementing the arrangement of commune-level administrative units, localities in Hai Duong have proactively deployed and implemented steps on personnel procedures.

By the end of May, Tu Ky district had basically completed the steps in the process of preparing personnel to participate in the Party Committee, the positions of Party Committee leaders, the Standing Committee of the People's Council, the People's Committee leaders, the leaders of the Fatherland Front Committee and political and social organizations for the communes implementing the arrangement. The personnel plan for the merged communes was developed by the District Party Committee's Organization Board in close coordination with the leaders of the People's Council, People's Committee, Inspection Committee, Internal Affairs Department, the Standing Committee of the Fatherland Front Committee and political and social organizations of the district.

Before and during the process of developing the personnel plan, the Organizing Committee of Tu Ky District Party Committee together with the District Internal Affairs Department organized many working sessions directly with all cadres, civil servants, and non-professional workers in the merged communes to grasp their thoughts and aspirations. Timely propose and recommend to superiors solutions for each specific case. Up to now, the personnel in the merged communes in Tu Ky district have been compiled and assessed by the Organizing Committee of the District Party Committee and the Internal Affairs Department.

Based on the guidance of the Provincial Party Committee's Organization Board, Kim Thanh District Party Committee has specified the guidance with a plan to arrange the organizational apparatus, cadres, civil servants and non-professional workers when implementing the arrangement of commune-level administrative units. The District Party Committee's Organization Board and the District's Internal Affairs Department proactively guided the merged communes to synthesize and report the number of cadres, civil servants, non-professional workers; people reaching retirement age, people wishing to retire, people wishing to continue working... to develop a personnel plan.

Mr. Tran Van Hung, Head of the Organizing Committee of Kim Thanh District Party Committee, said that the district has completed the development of personnel plans for the merged communes. The implementation and organization work has been carried out methodically and closely, respecting the opinions, thoughts and aspirations of cadres and civil servants.

The District Party Committee's Organizing Committee and the Department of Internal Affairs will coordinate to report to the Standing Committee and the Standing Committee on personnel of the four merged communes. "Along with regulations and guidelines, the district will prioritize selecting localities with district Party Committee members holding positions to serve as Party Committee Secretaries in the merged communes and towns," said Mr. Tran Van Hung.

According to the key personnel plan of Tu Ky district, Ky Son commune (after the merger between Tai Son and Ngoc Ky communes) will have 8 cadres. Up to now, the construction of the personnel plan to hold key leadership positions in the newly established commune has been completed. Mr. Pham Van Quang, Party Secretary, Chairman of Tai Son Commune People's Council, said that the arrangement of key personnel for Ky Son commune is quite favorable. Tai Son commune has a Deputy Party Secretary and Chairman of the Commune People's Committee who has retired according to the regime. Ngoc Ky commune has a Party Secretary and Chairman of the Commune People's Council who has retired. "The key personnel plan for the merged commune has received high consensus and agreement from cadres and civil servants of Tai Son and Ngoc Ky communes. The selection of cadres is organized by superiors in accordance with the regulations guiding conditions, standards, qualifications, and capacities, but also ensuring harmony and suitability with the actual situation of the locality. Up to now, the locality has not received any negative feedback related to personnel work," said Mr. Pham Van Quang.

Cam Che commune and Viet Hong commune (Thanh Ha) will merge to form a new administrative unit, Cam Viet. According to Mr. Le Van Nam, Secretary of the Party Committee of Cam Che commune, currently 100% of the commune's key officials are young and wish to continue working. Regardless of the personnel plan for the merged commune proposed by the Organizing Committee and the District's Department of Internal Affairs, the locality will respect, agree with and seriously implement it.

Comrade Pham Van Hung, Standing Deputy Secretary of Thanh Ha District Party Committee, said that the district has established 4 working groups to direct the implementation of the arrangement of administrative units, focusing on the arrangement of personnel in the merged communes. The members of the Standing Committee of the District Party Committee in charge of the area and the members of the District Party Committee in charge of the commune regularly update and grasp the thoughts and aspirations of cadres and civil servants. Up to now, the personnel plan in the merged communes has been completed by the Organization Committee and the Department of Internal Affairs. It is expected that in mid-June, the Standing Committee and the Standing Committee of the District Party Committee will hear a report on specific personnel policies.

Through understanding, by early June, all districts, towns and cities with commune-level administrative units implementing the arrangement have completed the personnel plan in the merged units. The implementation of the personnel preparation process has been deployed and implemented methodically and strictly by localities. This is the premise for the new administrative unit to operate stably, meeting the requirements and tasks in the new conditions.
