How are storm disaster risk levels divided?

According to Decision 18/2021/QD-TTg dated April 22, 2021 of the Prime Minister, there are 3 levels of natural disaster risks due to tropical depressions and storms (level 3, level 4 and level 5).

Accordingly, natural disaster risks are classified based on intensity, scope of influence, areas directly affected and potential damage caused by natural disasters.

Disaster risk levels are determined for each type of disaster and announced together with the content of disaster forecast and warning bulletins.

The risk level of each type of natural disaster is divided into a maximum of 5 levels and is assigned a characteristic color on the maps, according to the increasing level of natural disaster risk, specifically:

- Level 1 light blue is low risk;

- Level 2 light yellow is medium risk;

- Level 3 orange is high risk;

- Level 4 red is very high risk;

- Level 5 purple is catastrophic risk.

The risk level of two or more natural disasters occurring simultaneously or consecutively can be adjusted up by 1 level based on the impact of the natural disasters.

In case of risk of serious damage to people and property, the risk level may be considered to increase by two levels, the highest being level 5.

Levels of natural disaster risk due to tropical depressions and storms include:

1. Level 3 natural disaster risks include the following cases:

- Forecast of tropical depressions, storms of level 8 and level 9 operating in the East Sea (including the Truong Sa and Hoang Sa archipelagos); coastal waters; mainland in the Northwest, Viet Bac, Northeast, Northern Delta, North Central, Central Central, South Central, Central Highlands, and South regions;

- Forecast of strong storms of level 10 and level 11 operating in the East Sea (including the Truong Sa and Hoang Sa archipelagos); coastal waters and mainland in the Northwest, Viet Bac, Northeast, Northern Delta, North Central, Central Central, South Central, and Central Highlands regions;

- Very strong storms of level 12 and 13 are forecast to operate in the East Sea (including the Truong Sa and Hoang Sa archipelagos).

2. Level 4 natural disaster risks include the following cases:

- Strong storms of level 10 and level 11 are forecast to operate on land in the Southern region;

- Very strong storms of level 12 and level 13 are forecast to operate in coastal waters and mainland areas of the Northwest, Viet Bac, Northeast, Northern Delta, North Central, Central Central, South Central, and Central Highlands;

- Very strong storms of level 14 and 15 are forecast to operate in coastal waters; mainland areas of the Northeast, Northern Delta, North Central, and Central Central regions;

- Storms of level 14 or higher are forecast to operate in the East Sea (including the Truong Sa and Hoang Sa archipelagos).

3. Level 5 natural disaster risks include the following cases:

- Very strong storms of level 12 and level 13 are forecast to operate on land in the Southern region;

- Very strong storms of level 14 and level 15 are forecast to operate on land in the Northwest, Viet Bac, South Central, Central Highlands, and Southern regions;

- Super typhoons of level 16 or higher are forecast to operate in coastal waters; mainland areas of the Northwest, Viet Bac, Northeast, Northern Delta, North Central, Central Central, South Central, Central Highlands, and South.
