Scam warning ''support to reset VssID application password''

Taking advantage of the trust and needs of workers, some subjects have pretended to be from Vietnam Social Security to support and reissue passwords for the VssID application - digital social insurance to defraud and appropriate workers' assets.

Recently, Vietnam Social Security received a complaint from Ms. Dao Thi N. - a worker at Canon Vietnam Limited Liability Company about being scammed by a person claiming to be a Social Security employee into transferring money to get her VssID password reissued.

According to Ms. N., because she could not remember the password of the VssID application, she went on Facebook to find out how to retrieve the password. There, she contacted a Facebook user named Tran Le Giang via the Messenger application and was introduced by this person as a file receiving employee of the Vietnam Social Security. This person advised Ms. N. that: Only the Electronic Information Portal of the Vietnam Social Security can reissue the VssID password.

If you want to retrieve the password of this application, you need to deposit money, this amount will be transferred to Ms. N. after she receives the password. To get the password back, Ms. N. must "upload the application" to register through the Vietnam Social Security Electronic Information Portal, the attached documents include: 2-sided ID card or citizen identification card, Social Security book number, information to be changed, temporary residence address, phone number to issue VssID password, account number to receive the deposit back.

After gaining trust from Ms. N, the subject asked Ms. N. to transfer a deposit of VND 900,000 to ensure that this was her book number and phone number. "This is to avoid cases of borrowing documents, leaking information and forging documents; after verifying the owner's documents, the password will be sent to the device after 5 minutes and the deposit will be refunded according to regulations" - the subject texted.

Following the instructions, Ms. N. provided her personal information, a photo of her citizen ID card, and called via the Messenger application for further instructions. After that, the subject sent Ms. N. a picture of the VssID password application form with a red stamp and a signature confirming receipt of the application form by a person named "Nguyen Vinh Quang - Head of the Records Department, Deputy Director of Vietnam Social Security", and asked Ms. N. to check the information again.

After checking the application form, Ms. N. transferred 900,000 VND to PHAM THI TRINH NGUYEN's account (account number 105001513701 - Dai Chung Bank); the transfer content stated: "deposit fee for re-issuing MK VssID". However, this person then continued to text and call Ms. N. (via Messenger application) to inform that the transfer content stated: "deposit fee for re-issuing MK VssID" was incorrect, but should be written as: "DAO THI NGAN phone number 0984613744" and would be fined 10 million VND. Due to insufficient money in the account, Ms. N. transferred 5 million VND to this account and corrected the transfer content according to the subject's request. Then, this subject informed her that, in order to get the deposit back, she had to transfer an additional 11.8 million VND to create an electronic account to transfer the money back. Because she did not have the money to transfer, Ms. N. talked to an acquaintance and learned that she had been scammed.

Seeing that Ms. N. did not transfer more money, the subject continued to call and said that the amount of 5.9 million VND that had been paid had not been declared for tax and that the tax authority had discovered that she was a tax evader. The subject also threatened that “the lightest penalty for tax evasion is 6 months of temporary detention or a fine of 550 million VND. The inspector will come to work… and asked her to go to the Vietnam Social Security agency at 7 Trang Thi to work”.

After realizing that she had been scammed, Ms. N. contacted the Social Insurance agency and was assisted by the Customer Service Center (Vietnam Social Insurance) to retrieve her VssID application password without having to pay any fees. Not only Ms. N., many other people have also reported through the hotline 1900.9068 of Vietnam Social Insurance about the situation of some subjects requesting to transfer money to reissue VssID password when searching on social networks.

Through this incident, Vietnam Social Security warns that currently, all services supporting the settlement of social insurance and health insurance procedures that Vietnam Social Security is implementing, people do not have to pay any fees, therefore any case requiring people to pay service fees as above is a fraudulent act.

Re-issuing the password of the electronic Social Insurance transaction account via the "Forgot password" function on the VssID application or the Vietnam Social Insurance Public Service Portal (the password will be provided via the email address that people declared when registering for the electronic Social Insurance transaction account). In case when registering for a VssID account but there is no information about the email address, people can add an email address through the following channels: Make a declaration form TK1-TS to declare additional email information through the electronic social insurance transaction of the unit, the collection service organization is managing or make a declaration form to change, add information to register to use the electronic transaction method in the field of social insurance according to Form No. 02/SD-GD, submit directly to the nearest Social Insurance agency, or contact the Customer Support and Care Service Center directly via hotline 1900.9068 or 0243.7899999 (during office hours) for support.
