According to the Ministry of Labor, War Invalids and Social Affairs, in the first quarter of this year, a large number of workers from public service units after restructuring and streamlining their apparatus will participate in the labor market.
According to the plan to streamline the State apparatus, the number of personnel in the administrative system can be reduced by at least 20%. This process not only affects administrative agencies but also affects many different professions in the labor market in the coming time.
It is expected that about 100,000 officials, civil servants and workers will be affected by the streamlining of the apparatus, especially positions in agencies and units that are no longer suitable or cumbersome intermediary stages that need to be rearranged. The fields and professions that will be most affected include administration - public service, education, health, press - media and public service units.
The promotion of information technology and e-government reduces the demand for human resources in administrative management. In addition, many positions in departments, branches, sectors and state management agencies will be cut, forcing a large number of civil servants and public employees to seek new opportunities.
The education sector is also affected when some public schools merge or change their operating models, causing many managers and teachers to become redundant.
Meanwhile, the health sector is facing pressure from the trend of financial autonomy in public hospitals and the restructuring of public health centers, affecting administrative staff and some health workers not directly involved in medical examination and treatment (nurses, technicians, pharmacy managers, etc.).
The press and media sector is no exception to this wave. The restructuring of a number of press agencies and public television stations has left a number of reporters, editors, technicians and administrative staff in the sector unemployed.
In addition, public service units such as research institutes and training centers will also have to reduce their scale, affecting many highly skilled workers in this field.

This not only creates challenges but also opens up new opportunities for both workers and businesses.
To ensure job matching in the face of future labor market fluctuations, the Ministry of Labor, War Invalids and Social Affairs has requested localities to closely monitor the labor situation and promote the provision of information on the labor market. Accordingly, job fairs need to be held more frequently, combining face-to-face and online formats to effectively connect workers and businesses.
Mr. Vu Quang Thanh, Deputy Director of the Hanoi Employment Service Center, emphasized that the center is ready to receive, advise and introduce jobs to civil servants, public employees and workers who have quit their jobs due to organizational restructuring. According to Mr. Thanh, this is a group of workers with qualifications, experience and can quickly adapt to new job opportunities in the private sector.
According to Decree 178/2024/ND-CP, when employees are downsized, they will receive severance pay, allowance for each year of compulsory social insurance, allowance for finding a job or unemployment insurance. These are important supports to help employees have more time and resources to find a new job that suits their abilities and circumstances.
Sharing about the rights of employees related to the policy of restructuring the apparatus according to Decree 178/2024/ND-CP, Mr. Do Ngoc Tho, Head of the Department of Social Insurance Policy Implementation (Vietnam Social Insurance), said that the Social Insurance agency is ready to resolve the unemployment insurance regime for employees who quit their jobs when streamlining the apparatus.
Specifically, when employees participate in unemployment insurance and quit their jobs, they will enjoy policies on unemployment benefits, vocational training, job counseling and referrals...
“The Unemployment Insurance Fund currently has a surplus of more than 60,000 billion VND. Therefore, for officials and employees who quit their jobs when the apparatus is streamlined, the Unemployment Insurance Fund still ensures the ability to pay,” Mr. Tho affirmed.
Proposing solutions to support workers in finding jobs after leaving the public sector, Mr. Le Quang Trung, former Deputy Director of the Department of Employment (Ministry of Labor, War Invalids and Social Affairs) said that it is necessary to strengthen the connection between training institutions, businesses and employment service centers. Training, retraining and improving professional qualifications are important solutions to help workers adapt to new market requirements.
In addition, Mr. Trung also emphasized the importance of improving the operational capacity of employment service centers, especially forecasting labor supply and demand in the short and medium term, to help workers best prepare for the future.
Mr. Vu Quang Thanh also stated that to help this group of workers quickly reintegrate into the labor market, there needs to be specific surveys on their job search needs as well as the expectations of businesses. This not only helps to orient training and improve skills but also creates job opportunities that match the abilities and experience of workers.
Former Deputy Minister of Labor, War Invalids and Social Affairs Pham Minh Huan said that the State needs to have practical support policies to help affected workers quickly find new jobs. Mr. Huan proposed that in addition to general policies, the State needs to add more budget to support workers in the job search process, especially supporting vocational training, job transition and connecting with businesses with recruitment needs.
Streamlining the state apparatus is an inevitable "step" to improve operational efficiency. However, the important thing is how to carry out this process properly, ensuring the rights of workers and helping them have opportunities to develop in a new working environment. If there are support policies and effective job connection solutions, the workforce after leaving the state sector can quickly reintegrate into the labor market and continue to contribute positively to the socio-economic development of the country.
