Leading 5 hui chains and then going bankrupt, the President of the Women's Union of Thai Hoc commune (Binh Giang) was expelled from the Party.

On the morning of June 26, in Thai Hoc commune, the Standing Committee of Binh Giang District Party Committee announced the decision to expel from the Party Ms. Nguyen Thi Thu Huong (born in 1972), Party Committee member and Chairwoman of the Women's Union of Thai Hoc commune.

Ms. Huong, a party member of Phu Khe village Party Cell under Thai Hoc commune Party Committee, violated regulations on what party members are not allowed to do and regulations on exemplary responsibility; did not comply with regulations on ho, hui, bieu, and wards stipulated in Decree No. 19/2019/ND-CP dated February 19, 2019 of the Government, organized 5 ho chains without notifying in writing the People's Committee of the commune where she resided. Ms. Huong was administratively sanctioned for this violation and prosecuted for fraud and appropriation of property, stipulated in Clause 4, Article 174 of the Penal Code. Ms. Huong's violation caused serious consequences, bad public opinion among cadres, party members and people.

On November 4, 2023, Hai Duong Electronic Newspaper published an article: "The collapse of the hui led by the President of the Women's Union of Thai Hoc commune: Many hui chains with high interest rates" reflecting on Ms. Huong's wrongdoings.
