On July 1, 12 districts, towns and cities of Hai Duong will simultaneously hold a ceremony to launch the force participating in protecting security and order at the grassroots level. The Security and Order Protection Teams at the grassroots level are ready to carry out new tasks when the Law on Forces Participating in Protecting Security and Order at the Grassroots Level comes into effect.

Over the past few days, Mr. Dinh Hoai Dan, Head of the Security and Order Protection Team in Residential Area No. 5, Pham Ngu Lao Ward (Hai Duong City) and other members of the team have gathered to attend a professional training course organized by the City Police. Mr. Dan said that the members were very excited to attend the course because they had access to a lot of new, practical and useful information about policies, laws and professional skills related to their upcoming work such as measures and methods to grasp the situation, patrol, perform tasks of security and order protection, fire prevention, fire fighting, rescue, etc.
According to the provincial police, Hai Duong has established 1,341 security and order protection teams in villages and residential areas with a required number of 4,248 members. Localities have reviewed and selected people from the civil defense forces, part-time commune police, civil defense teams and recruited more from other sources to ensure good requirements for the security and order protection teams at the grassroots level. Up to now, the police of districts, towns and cities have advised on the arrangement of 4,066 people, the remaining number will continue to be added to ensure sufficient structure and quantity according to regulations. Comrade Nguyen Xuan Thao, Party Secretary and Chairman of the People's Committee of Thanh Quang commune (Nam Sach) said: "The commune has established and arranged enough forces for 4 security and order protection teams in 4 villages. The members of the team all have the qualifications, capacity, health and enthusiasm to carry out the newly assigned tasks".
To quickly bring the Law The forces participating in protecting security and order at the grassroots level have entered life and soon served the people's lives. The Provincial Police have organized the dissemination and implementation of laws and other documents related to the entire force. In addition, the Provincial Police have trained 331 cadres who are leaders and commanders of district-level police departments and 235 cadres who are commune-level police commanders. Through training, police agencies at all levels have mastered relevant regulations to advise and implement the law.
Currently, districts, towns and cities in the province have been organizing professional training courses for all members of 1,341 security and order protection teams of villages and residential areas. At the end of the training course, trainees will be granted certificates if their test results meet the requirements.
The provincial police have organized the tailoring of uniforms for all members of the Security and Order Protection Team; waiting for the Ministry of Public Security to provide support tools and equipment to distribute to localities. Communes, wards and towns have also reviewed and arranged working locations for the Security and Order Protection Teams at places such as village cultural houses, residential areas, People's Committee headquarters, commune-level police headquarters, etc. In particular, the province has had policies and regimes to support members of the Security and Order Protection Team at the grassroots level.
Practice hard
On July 1, 12 districts, towns and cities of the province will simultaneously organize the launching ceremony of the force participating in protecting security and order at the grassroots level. The launching ceremony of Chi Linh City (held at Sao Do Square) is honored to be 1 of 6 localities nationwide selected to host the event. The ceremony is expected to have a total of more than 2,700 people and 165 vehicles participating. In addition to 300 delegates, the ceremony will have the participation of 400 people from the groups of cadres, civil servants, public employees, workers, students and pupils. 1,300 people including police officers, soldiers, people of Chi Linh City and some other localities will participate in the parade, march and demonstration of force. The ceremony will also have more than 700 police officers, soldiers and people participating in situational drills and martial arts performances.
Starting from June 13, forces participating in parades, marches, situational drills, and martial arts performances under the responsibility of the Provincial Police have practiced at two locations: the Eastern Cultural Center Square and Hai Duong University.
In recent days, despite the extremely hot weather, the forces participating in the ceremony have all upheld their sense of responsibility and strived to overcome difficulties to ensure quality training. Lieutenant Colonel Nguyen Van Luan, an officer of the Waterway Traffic Police Team, Traffic Police Department (Provincial Police) shared: “Despite the harsh weather and high training intensity, we all encouraged each other to try our best to complete the task. After each training session, although quite tired, we still continued to perform our professional tasks, ensuring the completion of the targets assigned by the leadership.”
With careful preparation and responsibility, the security and order protection teams at the grassroots level of the province, when officially operating, will certainly promote their strength, contributing to bringing peace to the people.
