Luong Dien I Industrial Cluster in Luong Dien Commune (Cam Giang), invested by Truong Duong Construction Investment Joint Stock Company, is one of the key models in the development of industrial clusters in Hai Duong.

The investor of this industrial cluster was assigned land by the province around 2010, and by 2014 it had been filled. The cluster has a scale of over 40 hectares, modern infrastructure, and is currently the "landing place" of 12 small and medium enterprises with a total of more than 9,000 workers and laborers in the fields of light industry, supporting industry and clean production industries.

While in many other industrial clusters, the problem of environmental treatment is still difficult, in this industrial cluster, the problem has been solved. Mr. Bui Van Da, Director of Truong Duong Construction Investment Joint Stock Company said: "In 2019, the centralized wastewater treatment system of Luong Dien industrial cluster officially came into operation, with a processing capacity of 1,000m3/day and night with a total investment of more than 10 billion VND. Currently, the wastewater treatment demand at the cluster only reaches ¼ of the system's capacity (equivalent to 250m3/day and night). We have built facilities such as sludge pressing area, hazardous waste storage, incident response pond, automatic environmental monitoring system... according to regulations. This industrial cluster has a centralized wastewater treatment system with strictly controlled output, not causing environmental pollution".

The planning and development of industrial clusters has facilitated access to land policies, meeting the needs of production premises for small and medium enterprises, cooperatives, and family production facilities. Toan Phat Mechanical Company Limited in Hung Thinh Industrial Cluster (Binh Giang) is an example. This enterprise specializes in manufacturing and assembling agricultural, industrial, and construction machinery, many of which are recognized as typical rural industrial products at the provincial, regional, and national levels, such as rice milling machines, rammers, water pumps, car washers, etc.

As of September 2024, Hai Duong has established 60 industrial clusters with a total area of ​​over 3,050 hectares. Of which, 33 industrial clusters were established under Decision No. 105/2009/QD-TTg dated August 19, 2009 of the Prime Minister. There have been 32 industrial clusters with secondary projects in operation, attracting over 400 investment projects with a total registered capital of about 10,000 billion VND, the occupancy rate of these 32 industrial clusters reached over 80%. The remaining 27 industrial clusters were established and assigned to investors under Decree No. 68/2017/ND-CP and Decree No. 66/2020/ND-CP of the Government, with no secondary projects in operation.

For industrial clusters established under Decision No. 105/2009/QD-TTg dated August 19, 2009 of the Prime Minister, the Department of Industry and Trade has advised the Provincial People's Committee to select and assign investors in the form of scoring. Up to now, 11 out of 33 industrial clusters have been assigned investors to build technical infrastructure, including: Luong Dien, Luong Dien Commercial Services (Cam Giang), Ba Hang (Hai Duong City), Hong Phuc - Hung Long, Nghia An (Ninh Giang), Cao Thang, Ngu Hung - Thanh Giang (Thanh Mien), Cong Hoa (Kim Thanh), Van An 1 (Chi Linh City) and An Dong (Nam Sach). Investors are carrying out procedures and sequences for investing in building technical infrastructure. In particular, Nguyen Giap Industrial Cluster (Tu Ky) is invested by the District People's Committee.

The establishment of the investor to build the technical infrastructure of industrial clusters contributes to the completion of the synchronous technical infrastructure of industrial clusters, creating clean land to attract investment in production and business, contributing to the transformation of economic and labor structures, and solving on-site employment. At the same time, it overcomes the situation of dispersed production, facilitates environmental management and control, and attracts enterprises to invest in industrial and handicraft development in localities and rural areas.

Currently, Hai Duong still has 22 industrial clusters established under Decision No. 105/2009/QD-TTg (before 2009) without investors, and the management of these industrial clusters faces many difficulties. This is a common situation in provinces and localities across the country because there are no specific instructions to unify the difficulties in connecting infrastructure, obligations and responsibilities of parties in contributing to investment in building technical infrastructure, paying fees, connecting to use infrastructure works, public services, utilities, etc.

Incomplete and fragmented technical infrastructure; no centralized wastewater collection and treatment system are the disadvantages of these industrial clusters.

Currently, in Hai Duong city, there are industrial clusters including: Cam Thuong, Viet Hoa, Tay Ngo Quyen, Ba Hang, Ngoc Son, Thach Khoi-Gia Xuyen and the new industrial cluster in the West of Viet Hoa decided to be established by the People's Committee of Hai Duong province.

However, the infrastructure investment in industrial clusters in Hai Duong city is not synchronous. Wastewater from enterprises in the industrial clusters is discharged directly into the city's common drainage system. Some enterprises do not properly treat solid waste, causing environmental pollution and spoiling the city's beauty...

Ninh Giang district has the most industrial clusters in the province. However, out of the 12 industrial clusters in the district, only 2 industrial clusters, Nghia An and Hong Phuc - Hung Long, currently have secondary projects in operation, with an occupancy rate of about 65%. The remaining 10 industrial clusters are being implemented by investors with procedures to invest in technical infrastructure construction according to regulations.

According to Ms. Nguyen Hoai Thu, Head of the Economic Infrastructure Department of Ninh Giang District, the district and commune authorities and functional departments always accompany investors to complete procedures, ready to coordinate and support site clearance when the land use plan is approved. At the same time, they are also ready to accompany investors in the process of building and operating industrial clusters to ensure compliance with legal regulations.

On January 19, 2023, the Provincial People's Committee issued Decision No. 06 promulgating the Regulation on management of industrial clusters in Hai Duong province. The Regulation consists of 3 chapters and 14 articles, stipulating a number of contents on state management and responsibilities for state management of industrial clusters, thereby contributing to improving the effectiveness of coordination in management and development of industrial clusters in the province.

According to Mr. Mac The Phuong, Deputy Director of the Department of Industry and Trade, in order to develop sustainable industrial clusters to contribute significantly to the implementation of Hai Duong's common goal of industrial development in the coming time, the Department of Industry and Trade coordinates to review and implement detailed planning, invest in building technical infrastructure of industrial clusters in accordance with Decision No. 1369/QD-TTg dated December 19, 2023 of the Prime Minister on approving the Planning of Hai Duong province for the period 2021-2030, with a vision to 2050.

Advise on amending and promulgating the Regulations on management of industrial clusters in the province in accordance with Decree No. 32/2024/ND-CP dated March 15, 2024 of the Government. Require secondary units operating in industrial clusters without centralized wastewater treatment plants to have their Environmental Impact Assessment Report and Environmental Protection Plan approved by competent authorities, ensuring that they meet the standards for discharge according to regulations before being allowed to operate.

For industrial clusters invested by enterprises, investors are required to invest and build synchronous technical infrastructure to ensure compliance with approved planning. Organize the operation, maintenance and repair of technical infrastructure of industrial clusters in accordance with regulations. For centralized wastewater treatment systems, it is necessary to treat pollution using advanced technology and suitable for groups of fields and industries, at the same time, there are incentive policies and mechanisms to encourage enterprises and organizations to perform well in waste classification, recycling, collection, transportation and treatment in industrial clusters.

According to the plan for developing industrial clusters in Hai Duong province for the period of 2021-2030 approved by the Prime Minister in Decision No. 1369/QD-TTg dated December 19, 2023 on approving the Planning of Hai Duong province for the period of 2021-2030, with a vision to 2050, by 2030, Hai Duong province will have 61 industrial clusters with a total area of ​​about 3,210 hectares, which will well meet the investment needs for production development in the province and attract domestic and foreign investment, implementing the socio-economic development goals of the province in the coming time.
