The Prime Minister has just agreed to allow the People's Committee of Hai Duong province to change the purpose of using nearly 40 hectares of rice land in Kinh Mon town (Hai Duong) to build An Phu industrial cluster.
Accordingly, 39.9 hectares of rice-growing land will be converted to non-agricultural land to implement the investment project to build and operate infrastructure for the An Phu industrial cluster (Kinh Mon) appraised by the Ministry of Natural Resources and Environment.
The Prime Minister requested the People's Committee of Hai Duong province to inspect and review the current status of land use to ensure consistency between records and field conditions, and the allocated rice land quota.
The People's Committee of Hai Duong province must take full responsibility before the law and the Prime Minister for deciding to change the purpose of using rice-growing land to ensure compliance with regulations, economical and effective land use, and to avoid loss or waste...; take responsibility for the decision to establish industrial clusters, approve investment policies to ensure compliance with the provisions of law... This project has a total area of over 47 hectares in An Phu and Long Xuyen wards. According to the plan, the industrial land area is 31.7 hectares; the administrative and service land area is 1.6 hectares; the traffic and parking lot land area is 7.7 hectares... The project has a total investment capital of over 695 billion VND, expected to be put into operation in the fourth quarter of 2025. Newland Investment Joint Stock Company is the investor of this project.
