How are industrial clusters that do not ensure environmental protection punished?

Specifically, at Point a, Clause 3, Article 15 of Decree 45/2022/ND-CP stipulates:

- A fine of 5,000,000 - 10,000,000 VND for failing to arrange personnel in charge of environmental protection as prescribed;

- A fine of VND 10,000,000 - 20,000,000 shall be imposed for failure to promulgate environmental protection regulations for industrial clusters in accordance with environmental protection requirements as prescribed; failure to recommend competent authorities to handle violations of environmental protection laws by organizations and individuals; failure to coordinate with competent authorities to organize environmental protection activities, inspect and examine environmental protection for investment projects and facilities in industrial clusters as prescribed;

- A fine of 30,000,000 - 50,000,000 VND for the act of not arranging green tree area to ensure the prescribed ratio; not arranging independent electricity meters at the centralized wastewater treatment plant; not arranging manholes to settle sediment and separate oil film from rainwater before discharging into the receiving environment...

- A fine of 50,000,000 - 60,000,000 VND for not having a logbook of the operation of the centralized wastewater treatment system;

- A fine of 60,000,000 - 100,000,000 VND for failure to complete the construction and installation of the rainwater collection and drainage system of an operating industrial cluster that meets environmental protection requirements; failure to dredge, maintain, and periodically service the rainwater and wastewater collection and drainage system as prescribed; failure to have a rainwater collection and drainage system according to the investment phase of the operating industrial cluster as prescribed; failure to have a separate rainwater collection and drainage system from the wastewater collection and drainage system as prescribed...

- A fine of VND 100,000,000 - 150,000,000 shall be imposed for failure to collect and thoroughly connect wastewater from facilities in industrial clusters to the centralized wastewater collection, drainage and treatment system as prescribed (except for cases where the connection of treated wastewater that meets standards allows discharge into the environment outside the management scope of the industrial cluster to be exempted); construction of a post-treated wastewater drainage system that does not meet environmental protection requirements as prescribed;

- A fine of VND 150,000,000 - 200,000,000 shall be imposed for the act of constructing or installing a centralized wastewater treatment system that is not in accordance with regulations or does not meet environmental protection requirements as prescribed; failing to complete the construction or installation of a wastewater collection, drainage and treatment system of an operating industrial cluster as prescribed; failing to operate or improperly operating the centralized wastewater treatment system of an industrial cluster as prescribed;

- A fine of 400,000,000 - 500,000,000 VND for the act of constructing, installing equipment, pipes or other discharge lines to discharge untreated waste into the environment; not having a centralized wastewater treatment system as prescribed.
