In response to the opinion that transferring schools for 10th grade students is difficult due to different subject combinations, Minister of Education and Training Nguyen Kim Son noted that localities should provide maximum support to learners.

Today, the MinistryEducation and Training (The Ministry of Education and Training (MOET) held a conference to summarize the 2022-2023 school year for secondary education and continuing education.

Mr. Nguyen Xuan Thanh, Director of Secondary Education Department (Ministry of Education)Education and Training), said that the 2022-2023 school year is the second year that secondary education implements the 2018 General Education Program for secondary school level and the first year for high school level.

The Ministry of Education and Training has issued many documents directing and guiding educational institutions to organize teaching and learning. Besides the achievements, according to Mr. Thanh, there are still shortcomings and difficulties.

That is, the construction and implementation of the school's educational plan in some educational institutions is still not suitable, leading to the effectiveness of implementing the program of some subjects and educational activities not ensuring compliance with the requirements of the new program. Some educational institutions are still rigid in implementing the program of new subjects/educational activities.

The teaching staff is not uniform in structure, there are still some surpluses and shortages compared to regulations, especially in Music and Fine Arts at high school level. The quality of teachers and educational managers is uneven. Training of teachers to implement the 2018 General Education Program is still inadequate. The shortage of schools and classes still exists in some localities.

Mr. Tran Tuan Khanh, Deputy Director of the Department of Education and Training of An Giang province, proposed that the Ministry of Education and Training allow flexibility in the number of students/class with selected subjects/topics; allow the Departments to flexibly mobilize and arrange appropriate teachers for each school year.

Some other issues in implementing the 2018 general education program such as developing and issuing local educational materials, purchasing teaching equipment, guiding the organization of career guidance activities, etc. were also discussed by the locality.

Recognizing the imbalance between general education and continuing education, Ms. Nguyen Thi Bach Van, Director of the Department of Education and Training of Tra Vinh, suggested that there should be policies to pay more attention to continuing education and increase communication about the position and role of continuing education.

Also to improve the quality of continuing education, Mr. Nguyen The Dung, Deputy Director of Lao Cai Department of Education and Training, suggested that the Ministry of Education and Training increase training for staff and teachers on content and learning methods.

In response to the opinion that transferring schools for 10th grade students is difficult due to different subject combinations, Minister of Education and Training Nguyen Kim Son noted that localities need to provide maximum support to learners and not set up any barriers for students when transferring schools.

Career guidance and orientation must also be carried out through persuasion and through the choice of learners, not implemented rigidly.

Mr. Kim Son suggested that the Departments of Education and Training focus on innovating teaching and learning methods, testing and evaluation, especially for new subjects, in which, attention should be paid to training for management staff and teachers.

Along with that, the Department needs to increase teaching conferences to exchange experiences as some Departments of Education and Training have effectively implemented; organize support groups to be ready to answer, guide, and resolve problems of the teaching staff; and pay more attention and support to the secondary school sector.

The head of the education sector also requested increased support, sharing, supervision, and leadership of the team of principals, because they are the "conductors" of innovation at the grassroots level.

Also related to the team, the Minister emphasized the requirement for teacher training lecturers to re-visit high schools.

“If they are unfamiliar with the current reality in general education, do not have practical experience, and do not closely follow and grasp the reality of innovation, this team will not be able to effectively teach student teachers - the future teachers who will implement the new program,” said Mr. Kim Son.
