Ministry of Education and Training inspects the compilation, bidding, printing and distribution of textbooks

The Prime Minister assigned the Ministry of Education and Training to immediately inspect and supervise the organization of compilation, bidding, printing and distribution of textbooks.

On August 16, Prime Minister Pham Minh Chinh signed an official dispatch requesting a number of relevant ministries and People's Committees of provinces and cities to ensure timely textbooks and teachers for the 2023-2024 school year.

The Prime Minister acknowledged that the compilation, selection, printing and distribution of textbooks are still slow; in many localities, there is a shortage of teachers; the number of teachers does not meet regulations; teacher recruitment still faces many difficulties; policies are still inadequate and need to be adjusted appropriately and effectively.


Prime Minister requests to ensure timely textbooks and teachers for the 2023-2024 school year

To ensure conditions for effective and quality implementation of the 2023-2024 school year tasks to meet the requirements of the General Education and Preschool Education Program, the Prime Minister requested the Ministry of Education and Training to direct and urge publishers, organizations and individuals involved in compiling textbooks to review the compilation process and conduct open, public and transparent bidding for the printing and distribution of textbooks to ensure increased quality and reduced costs.

At the same time, the Ministry of Education and Training needs to immediately inspect and supervise the organization of compilation, bidding, printing and distribution of textbooks.

The Ministry of Education and Training is also assigned to direct localities to strengthen their responsibility in reviewing the compilation, selection, supply, and use of local textbooks, educational materials, and reference materials in accordance with regulations.

The Ministry needs to have a plan to support textbooks for poor and near-poor students, policy beneficiaries, students in difficult and disadvantaged circumstances, remote areas, and ethnic minorities, ensuring adequate and convenient access before the new school year.

In addition, the Ministry of Education and Training coordinates with the Ministry of Home Affairs to direct the organization of teacher recruitment, review, restructure, arrange and use teachers to ensure that there are enough teachers to teach the correct and sufficient subjects according to regulations; flexibly implement plans to transfer and second teachers from places with surplus to places with shortage; proactively develop plans to have a source of timely, appropriate and effective teacher recruitment according to specific local conditions.

The Head of Government assigned the Ministry of Home Affairs to inspect and urge localities to urgently restructure, arrange, and recruit teachers according to the staffing quota allocated under Decision No. 72 of the Politburo to ensure quantity and quality.

The Ministry of Home Affairs guides localities to implement Decree No. 111/2022 of the Government in cases where it is not possible to arrange enough teachers according to the quota to ensure the appropriate and effective implementation of the policy "where there are students, there must be teachers in the classroom".

The Ministry of Home Affairs urgently reviews, checks, and synthesizes the remaining teacher needs of localities in the 2023-2024 school year, reports to the Prime Minister for submission to competent authorities for consideration and decision.

According to the Prime Minister's dispatch, the Ministry of Finance is responsible for inspecting localities to ensure that they spend at least 20% of the local budget on education according to the provisions of the 2019 Education Law and Decision No. 30/2021 of the Prime Minister.

On the part of the People's Committees of provinces and centrally-run cities, the Prime Minister assigned to review, inspect and urge to ensure adequate facilities and educational equipment before the new school year. Urgently develop plans and recruit the number of staff assigned according to Decision No. 72 of the Politburo.

Urgently overcome the situation of inadequate teacher structure between education levels and local areas; flexibly implement, arrange and assign teachers to ensure sufficient quantity and consistent structure; in case it is not possible to recruit enough teachers according to the quota, implement teacher contract solutions according to Decree No. 111/2022 of the Government.

The Prime Minister requested localities to coordinate with publishers to organize the supply of textbooks in the area, ensuring quality; absolutely not allowing delays, shortages of textbooks or unreasonable price increases before the new school year begins.

In addition, there must be a plan to support textbooks for poor and near-poor students, policy beneficiaries, students in difficult and disadvantaged circumstances, remote areas, and ethnic minorities, ensuring full and favorable conditions before the new school year.
