The key leadership standards for provincial-level leaders under the Central Government's management are defined in Appendix 1 attached to Directive No. 45-CT/TW of the Politburo.
Number and structure of Party committee members in merged and consolidated localities

The merged provinces and cities shall keep the number of executive committees, standing committees, and deputy secretaries of provincial and municipal Party Committees for the 2025-2030 term as the number designated at the time after the merger or consolidation and must gradually reduce according to regulations.
