Binh Giang resolved the incident well from the meeting

Through the meeting of the Party cell secretaries, the situation of water fern and trash flooding the irrigation canal along Provincial Road 392 has been resolved, the canal bed is clear, creating favorable conditions for agricultural production.

Provincial Road 392 through Binh Minh Commune (Binh Giang) used to be one of the complicated points for traffic safety corridor violations. In a meeting between the Standing Committee of the District Party Committee and the village Party cell secretaries, Mr. Vu Dinh Tuyen, Party cell secretary, Head of Ba Dong Village, Binh Minh Commune, raised the above issue and requested the district to strengthen handling. After that, the Standing Committee of Binh Giang District Party Committee directed the District People's Committee and the District Traffic Safety Committee to strengthen propaganda and strictly handle violations. Up to now, violations of the corridor and traffic safety on the road through Binh Minh Commune are no longer as common as before. According to Mr. Vu Dinh Tuyen, well-organized and regular meetings between the Standing Committee of the District Party Committee and the village Party cell secretaries and residential areas help proposals and recommendations at the grassroots level to be received and resolved more quickly. “At the meeting last September, I also asked the district to direct the district Irrigation Works Exploitation Enterprise to increase the collection of duckweed and waste, and clear the flow of the canal along Provincial Road 392. Up to now, the canal has been more open, creating favorable conditions for agricultural production of local people,” said Mr. Tuyen.

Previously, the situation of indiscriminate dumping and burning of waste occurred quite a lot on the Hanoi-Hai Phong expressway through the communes of Thai Duong, Thai Hoa, Binh Minh, and Co Bi. The above problem was also reflected by many Party cell secretaries and local leaders at meetings with the Standing Committee of the District Party Committee. Up to now, after the district and commune police forces have increased patrols and controls to promptly detect and handle violations, the above situation has not recurred. Many reflections from Party cell secretaries on issues related to waste treatment, environmental pollution, degraded roads, agricultural production support, site clearance, etc. have also been and are being directed to be resolved by the Standing Committee of the Binh Giang District Party Committee.

Comrade Vu Dang Chuong, Head of the Propaganda Department of Binh Giang District Party Committee, said: “The opinions and recommendations of the Party cell secretaries of villages and residential areas at the meetings are all fully compiled by the Propaganda Department of the District Party Committee. Along with immediate responses at the meeting, other opinions will be reported to the Standing Committee of the District Party Committee to have written instructions for each department, office, unit, and locality to resolve them thoroughly according to their authority and respond to cadres and party members at the next meeting.”

Currently, the Standing Committee of Binh Giang District Party Committee directs the organization of meetings by zone. The whole district is divided into 6 zones (each zone has 2-3 communes and towns) to facilitate the travel of Party cell secretaries. The management of the conference is assigned to the members of the Standing Committee of the District Party Committee in charge of zones, the members of the District Party Committee in charge of communes and towns, and there are clear regulations on the working regime, ensuring strictness and seriousness. The Standing Committee of the District Party Committee stipulates that meetings are held periodically on the 3rd of every month. In case of any change in time, there will be a notice to the grassroots to proactively organize meetings, but the meetings must be held before the time of the Party cell activities in villages and residential areas. Along with that, the Standing Committee of the District Party Committee regularly attends these meetings to give instructions and grasp the situation. Based on the political tasks at each time, the participants of the meeting also expanded to include the Secretaries of the Standing Militia Party Cells, medical stations of communes and towns, and representatives of some departments and branches of the district to attend to grasp the situation, thereby effectively performing the tasks of the base, agency, and unit.

Maintaining and strictly implementing the meeting regime between the Standing Committee of the District Party Committee and the Party Cell Secretaries of villages and residential areas in Binh Giang has brought many practical benefits. New issues arising at the grassroots level are promptly resolved, contributing to strengthening the leadership and direction of the District Party Committee, People's Council, and People's Committee to the grassroots level. Through the meetings, the Standing Committee of the District Party Committee directly communicates and implements new policies of the Party and State, the main key political tasks of the locality, and at the same time checks the effectiveness and practicality of the policies in practice, on that basis, taking appropriate adjustment measures.
