The Party Secretary is responsible for the quality of dissemination, study and planning for the implementation of Resolution 8 of the Central Committee.

On the afternoon of December 4, right after the National Conference to study and disseminate the Resolution of the 8th Conference of the 13th Party Central Committee, Comrade Le Van Hieu, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council, Head of the National Assembly Delegation of Hai Duong province requested Party committees and Party organizations in the province to promptly develop programs and plans to implement tasks according to the Resolutions of the 8th Central Conference.

Standing Deputy Secretary of the Provincial Party Committee Le Van Hieu requested Party committees, Party organizations, and Party Secretaries at all levels to direct and develop plans to organize research, study, dissemination, and propaganda of the Resolutions of the 8th Central Conference, Session XIII, ensuring seriousness, practicality, effectiveness, and within the prescribed time. The Party Secretary directly leads, directs, presides over, and is responsible for the quality of research, study, dissemination, dissemination, and development of action plans to implement the resolutions of the Party Committee.

The Party Committee of the Provincial People's Committee presided over advising the Provincial Party Committee to develop a plan to implement the Resolution of the 8th Conference of the 13th Central Executive Committee on the content: "Continuing to innovate and improve the quality of social policies, meeting the requirements of the cause of building and defending the Fatherland in the new period".

The Provincial Party Committee's Propaganda Department presided over the development of a plan to implement the Resolution of the 8th Conference of the 13th Central Executive Committee on the content: "Continuing to build a team of intellectuals to meet the requirements of rapid and sustainable national development in the new period".

The Provincial Party Committee's Mass Mobilization Committee presided over the development of a plan to implement the Resolution of the 8th Conference of the 13th Central Executive Committee on the content: "Continue to promote the tradition of great national unity, build our country to be increasingly rich, prosperous, civilized and happy".

The Provincial Military Party Committee presided over advising the Provincial Party Committee to develop a plan to implement the Resolution of the 8th Conference of the 13th Central Executive Committee on the content of "Strategy for protecting the Fatherland in the new situation".

Comrade Le Van Hieu, Standing Deputy Secretary of the Provincial Party Committee, noted that all programs and action plans to implement the Resolution of the 13th Central Committee, assigned to the units in charge of consulting, must be completed in December 2023 and reported to the Provincial Party Committee Standing Committee according to regulations. Comrades in charge of Party committees, authorities, agencies and units must promote their roles and responsibilities in leading and directing the implementation of the assigned tasks.
