Driver Tran Minh Thanh was arrested for investigation of disturbing public order after dragging a motorbike for 3 km.
On the evening of February 22, the Investigation Police Agency, Binh Xuyen District Police (Vinh Phuc Province) announced that they had urgently arrested Mr. Tran Minh Thanh (41 years old, residing in Ba Ria - Vung Tau Province) to investigate the act of disturbing public order, stipulated in Clause 1, Article 318 of the Penal Code.
On the evening of February 21, after drinking about 1 liter of alcohol, Mr. Thanh drove a 4-seater car and collided with a motorcyclist on Road 305B (in Huong Canh town, Binh Xuyen district).
After the collision, driver Thanh accelerated and fled, dragging a motorbike for about 3 km.
Immediately after receiving the information, Binh Xuyen District Police identified the car driver as Tran Minh Thanh and took him to the headquarters for questioning. The alcohol test result for Mr. Thanh was 48.7 mmol/l.
Authorities determined that driver Thanh's behavior showed disregard for the law, risking traffic accidents and endangering the lives and health of others.
The case is being investigated and handled according to regulations.
