The Ministry of Agriculture and Rural Development has sent an urgent telegram requesting the People's Committees of coastal provinces and cities from Quang Ninh to Binh Thuan to proactively respond to storm YINXING.
On November 6, the Minister of Agriculture and Rural Development issued Official Dispatch No. 8356/CD-BNN-DD to the People's Committees of coastal provinces and cities from Quang Ninh to Binh Thuan; the Ministries of National Defense, Public Security, Natural Resources and Environment, Transport, Industry and Trade, Construction, Information and Communications, Foreign Affairs; Vietnam News Agency, Vietnam Television, and Voice of Vietnam on responding to storm YINXING near the East Sea.
According to the National Center for Hydro-Meteorological Forecasting, storm YINXING is active in the sea northeast of Luzon Island (Philippines); on November 8, the storm is forecast to enter the East Sea with a level 13 intensity, gusting to level 16. At the same time, in the past few days, the Central region has had heavy to very heavy rain.
To proactively respond to the developments of storms and heavy rains, the Minister of Agriculture and Rural Development requested ministries, branches, and Chairmen of People's Committees of coastal provinces and cities from Quang Ninh to Binh Thuan to closely monitor the developments of the storm; manage means of transport going out to sea; organize the counting of ships and boats; notify owners of means of transport, captains of ships and boats operating at sea of the location, direction of movement and developments of the storm to proactively avoid, escape or not move into dangerous areas. Dangerous areas in the next 48 hours: From latitude 17 - 21 degrees North, east of longitude 118 degrees East (dangerous areas are adjusted according to forecast bulletins).
Provinces and cities in the Central region urgently overcome the consequences of recent floods and rains; check, review, and proactively evacuate people in areas at risk of deep flooding, flash floods, and landslides to safe places; check measures to ensure the safety of reservoirs and downstream areas; proactively operate reservoirs to ensure flood-receiving capacity according to regulations and be ready to handle possible situations; prepare forces and means for rescue when required.
Ministries and branches, according to their functions, state management tasks and assigned tasks, proactively direct and coordinate with localities to review plans, prepare forces, means and resources to deploy to ensure safety and effectiveness in the face of storms and floods.
Vietnam News Agency, Vietnam Television, Voice of Vietnam, the coastal information station system and mass media agencies from central to local levels have increased measures to inform authorities and people about the developments of storms and heavy rains so that they can proactively prevent and respond promptly and effectively.
The above units organize serious duty (24/24 hours), regularly report to the Ministry of Agriculture and Rural Development (through the Department of Dyke Management and Disaster Prevention and Control).
