The Standing Committee of Hai Duong Provincial Party Committee has just issued decisions on the list of job positions and competency framework for civil servants and employees of Party agencies, the Vietnam Fatherland Front, and socio-political organizations in the province.
Of the total 260 job positions, 87 are in the leadership and management group; 72 are in the professional and specialized group; 62 are in the professional and shared group; and 39 are in the support and service group. Corresponding to the above 260 job positions, the province has developed 260 job position competency frameworks. The description of each job position will be assigned to agencies and units for development in the coming time.
The issuance of the list of job positions in accordance with the direction and guidance of the Central Government aims to serve the purpose of salary arrangement; rearrangement of the staff, civil servants, public employees and recruitment, arrangement of civil servants, public employees suitable for job positions in the coming time; at the same time, reducing those who do not meet job requirements, contributing to streamlining the payroll according to regulations.
According to the Provincial Party Committee Standing Committee, the job position list system will create uniformity in job positions among localities, agencies, and units in the entire industry; uniformity in job names, job descriptions, competency requirements, products, and criteria for evaluating work completion in the same position. Building job positions in groups instead of building them for each specific job also helps the job position system to be stable during the process of streamlining the payroll.
The Provincial Party Standing Committee has requested the Central Organizing Committee to continue to advise on supplementing and amending to unify regulations on functions, tasks, organizational structure, and staffing of specialized agencies of the Vietnam Fatherland Front Committee and socio-political organizations at the provincial and district levels; and to soon specify the proportion of civil servant ranks for each agency under the Party, Vietnam Fatherland Front, and socio-political organizations at the provincial and district levels as a basis for salary classification according to job positions.
