The Department of Transport increases staff to guide and support people in completing procedures for issuing and renewing driver's licenses online at the Provincial Public Administration Service Center.

Many problems

According to the summary of the Working Group implementing the Project 06 provinces, from January 1 to April 20, 2023, the number of online driver's license renewal applications in localities accounted for only 1%.

The reason for this low result is that many people are not interested and do not know about the online application form. Many people do not understand the online application process. "Recently, my driver's license expired, so I applied for a new one. I did not understand how to apply online, so I still went to do it in person," said Mr. Dao Van Trien in Tu Minh ward (Hai Duong city).

In the early days of implementing online application submission, relevant units still encountered some difficulties in receiving, processing, and uploading people's applications to the system due to a lack of human resources knowledgeable in this field. If the code structure on the health certificate of the people was not entered correctly, the data would not be accepted on the electronic system. Due to confusion, many cases of drivers' health certificates being uploaded to the system were slow, affecting the progress of procedure settlement. The quality of the transmission line and the software were not stable, so there were times when people could not log in to the National Public Service Portal. Many people could not use their bank accounts to pay fees through the National Public Service Portal. The transmission of health examination data to the health insurance assessment information portal of the Social Insurance was still slow, affecting the settlement of procedures for people.

Focus on removing difficulties

Faced with the above difficulties and obstacles, in April and May, the Department of Transport, the unit in charge of implementing the task, proactively coordinated with related units such as the Provincial Police and the Department of Health to focus on resolving them.

The Department of Transport signed an agreement with the Provincial Post Office to promote propaganda to communes, wards and towns so that people know about the online procedures for issuing and renewing driver's licenses. At the same time, a working group was established, with the Youth Union as the core, to actively propagate and mobilize people to do online procedures. The unit also increased staff to support people in doing online procedures at the Provincial Public Administration Service Center and some facilities that issue online health certificates.

"Determining this is a task that brings practical benefits to the people, the department requires officers to receive and process online applications, upholding the sense of responsibility to guide and support the people. The department will prioritize issuing and renewing driving licenses online within 48 hours and people will receive the results at home. For direct applications, people will have to wait 5 days for the results," said Mr. Vu Duc Hanh, Deputy Director of the Department of Transport.

During the process of implementing the online driver's license renewal service, the Provincial Police, as the standing agency of the Working Group implementing Project 06, promptly discussed and worked with relevant sectors to resolve the issue. For content directly related to the sector, the Provincial Police also proactively resolved related issues such as citizens lacking personal information, personal identification codes, and electronic identification. The Department of Health directed and urged medical facilities, staff, and employees to effectively perform related tasks to promote the settlement of procedures for people quickly, neatly, and in accordance with regulations.

According to a representative of Hai Duong International General Clinic on Ngo Quyen Street (Hai Duong City), at first the team implementing the online health examination certificate issuance at the facility was still confused, but now it has become routine. The team performing this work all uphold a sense of responsibility so that people as well as authorities can handle procedures to ensure progress according to regulations.

Mr. Vu Van Hanh in Ha Thanh commune (Tu Ky) said: "On the morning of July 13, I went to do the online driver's license renewal procedure and was enthusiastically and thoughtfully guided by relevant officials. The steps to submit my application on the National Public Service Portal took about 5 minutes."

Thanks to the efforts of the Department of Transport and related sectors, in June, the number of online driver's license renewal applications in the province increased significantly, accounting for 27%. From July 1 to 13, the number of online applications increased by 51.5%.

In the coming time, to make the online driver's license issuance and renewal activities more systematic and effective, the Department of Transport recommends that relevant levels and sectors pay attention to updating the system of newly merged administrative units to avoid errors in the information of people's residential addresses; upgrade software to identify citizens' photos according to standards; promote interconnection of fee payments between banks; have separate software to perform health examinations and return results automatically to avoid confusion; promptly post and remove warnings of driver violations...
