After inspecting the actual situation at many units, Lieutenant General Nguyen Van Gau acknowledged and commended the results achieved by the Party Committee and Military Command of Hai Duong province in the past time. The Military Party Committee of Hai Duong province has led and directed the strict implementation of directives, resolutions and regulations of the Party, State, Central Military Commission, Ministry of National Defense and Party Committees at all levels on building and implementing the Grassroots Democracy Regulations. Party Committee members in charge of the Grassroots Democracy Regulations at all levels have been regularly consolidated and improved. Many mass mobilization models have been built and implemented. However, through inspection, it was shown that the leadership and direction of the implementation of the Grassroots Democracy Regulations by Party Committees and commanders in some units have not been focused on, and have not linked the implementation of democracy with the implementation of the functions and tasks of each unit and each aspect of work.

From 2022 to present, the implementation of the grassroots democracy regulations of party committees and commanders at all levels in the Hai Duong Provincial Armed Forces Party Committee has been carried out in a disciplined and effective manner, effectively resolving the relationships between leaders and commanders, between commanders and political commissars, between superiors and subordinates, commanders and agencies, contributing to the good implementation of local defense and military tasks. Since the Hai Duong Provincial Military Party Congress for the 2020-2025 term, the regulations on leadership of mass mobilization, military forces, finance, management, use of defense land, planning, investment, etc. have been seriously implemented. The Hai Duong Provincial Military Party Committee and Command have organized 2 training courses and 112 in-service training sessions on the implementation of the democracy regulations for nearly 8,000 cadres and soldiers; organized 366 party activities with the participation of 100% of party members; inspected 44 grassroots party organizations and 442 party members.
