Requesting Jaks Hai Duong Power Company Limited to immediately stop transporting waste slag out of the factory.

All daily generated ash and slag waste is collected at the ash disposal site according to the approved project. The company urgently develops a plan to transport and consume ash and slag waste in a way that ensures no environmental pollution, is collected at the right place, complies with regulations on load, traffic safety, security and order, and commits to prioritize the consumption of ash and slag waste as landfill material for suitable projects and works in Hai Duong province.

The company is only allowed to transport and consume waste slag outside the factory when it has completed the above plan, reported to the Provincial People's Committee and received permission from the Provincial People's Committee. The consumption of fly ash continues to be carried out, but must use specialized means to ensure environmental hygiene, comply with regulations on load and traffic safety.

The Chairman of the Provincial People's Committee assigned the Department of Natural Resources and Environment to urgently advise the Provincial People's Committee to establish an interdisciplinary inspection team chaired by the Department of Natural Resources and Environment to conduct a comprehensive inspection of the collection, transportation, and consumption of ash and slag of the Hai Duong BOT Thermal Power Plant in conjunction with the wharf activities in Kinh Mon town, Chi Linh city, and Kim Thanh district. Strictly handle violations according to the provisions of law. The interdisciplinary inspection team shall report the results of the inspection and handling to the Provincial People's Committee before March 4, 2024.

Assign the departments and branches: Natural Resources and Environment, Industry and Trade, Agriculture and Rural Development, Transport, Provincial Police, Kinh Mon Town People's Committee, Quang Thanh Commune People's Committee to monitor, supervise and request Jaks Hai Duong Power Company Limited to strictly comply with stopping the transportation and consumption of waste slag outside the scope of Hai Duong BOT Thermal Power Plant to overcome the situation of gathering and consuming waste slag in violation of regulations causing environmental pollution.

Recently, some media agencies have published information reflecting the illegal collection of ash and slag from the Hai Duong BOT Thermal Power Plant, affecting the environment. According to the Department of Natural Resources and Environment, on February 20 and 22, the department coordinated with relevant agencies to work with Jaks Hai Duong Power Company Limited and related units to clarify the contents. The results showed that there was illegal collection of ash and slag at some locations outside the plant. The transport unit has committed to collect and transport all the collected ash and slag. The Department of Natural Resources and Environment has reported and advised the Provincial People's Committee to consider and direct.

A representative of the Quang Thanh Commune People's Committee (Kinh Mon) said that by the afternoon of February 29, the enterprise had basically completed transporting the previously gathered ash and slag out of the commune's agricultural land, returning the site to a clean surface. There is still a small amount of ash and slag at the bottom, the enterprise is transporting the rest and will complete it on February 29.
