Strictly handle businesses that do not provide information on labor use

At the August meeting of the Hai Duong Provincial People's Committee (2nd time) on August 5, Standing Vice Chairman of the Provincial People's Committee Luu Van Ban requested the working group of the province and localities to strengthen inspection and strictly handle enterprises that do not provide information on the situation of labor use and social insurance payment for employees.

Concluding the review of the implementation of tasks and solutions to increase the participation rate of social insurance, health insurance and unemployment insurance of employees in the province, Mr. Luu Van Ban, Standing Vice Chairman of the Provincial People's Committee, requested 12 districts, towns and cities to urgently organize a conference to collect information on enterprises, the situation of labor use and social insurance payment for employees.

The province immediately established a working group, the main component of which is the Department of Labor, War Invalids and Social Affairs, with the participation of the following sectors: Provincial Inspectorate, Social Insurance, Provincial Tax Department, Provincial People's Committee Office... This group is responsible for monitoring, urging, guiding and supervising the Chairmen of the People's Committees of districts, towns and cities, and business owners in the area on the implementation of labor laws and social insurance for employees of enterprises.

The Department of Labor, War Invalids and Social Affairs shall prepare documents to guide localities in organizing conferences and receiving information from enterprises. The Department of Planning and Investment shall guide districts, towns and cities in making statistics on enterprises, production and business establishments, and reviewing the number of enterprises still in operation and employing workers.

Before August 15, the provincial working group must complete its work with localities, urge and guide the organization of conferences to collect information about enterprises, the situation of labor use, and social insurance contributions for employees. In case the enterprise does not attend the conference as invited, does not provide information, does not report the situation of the enterprise regarding labor, and social insurance participation for employees, the working group and the People's Committee of the district, town, and city will develop a plan to visit, inspect, and strictly handle the case.

Leaders of the Department of Labor, War Invalids and Social Affairs reported on the implementation of tasks and solutions to increase the rate of participation in social insurance, health insurance and unemployment insurance of workers in Hai Duong province.

According to the report on the implementation of Plan No. 2288/KH-UBND dated June 18, 2024 of the Provincial People's Committee on implementing tasks and solutions to increase the rate of participation in social insurance, health insurance and unemployment insurance of employees in Hai Duong province compiled by the Department of Labor, War Invalids and Social Affairs, as of July 31, 2024, Hai Duong province had a total of 441,000 people participating in social insurance. Of which, 386,000 people participated in compulsory social insurance (an increase of 7,931 people compared to the beginning of April 2024); 55,000 people participated in voluntary social insurance, the coverage rate reached 47.2%. The whole province has 372,000 people participating in unemployment insurance; 1,785,300 people participate in health insurance, reaching a coverage rate of 92.8% of the province's population (the number of people participating in social insurance and health insurance mentioned above does not include armed forces working in the province).

Implementing Plan No. 2288/KH-UBND dated June 18, 2024 of the Provincial People's Committee, departments, branches and district-level People's Committees have strengthened coordination with specialized agencies to implement tasks and solutions. There has been an initial change in the awareness of the entire political system, businesses, employers and employees regarding the implementation of social insurance, health insurance and unemployment insurance policies.

However, the implementation progress is still slow and has not achieved the required efficiency. Most districts have not been able to screen the number of people with income who are eligible to participate in compulsory social insurance; have not identified enterprises, production and business establishments with people who have not participated in social insurance. There have not been inspections, checks or recommendations, proposals for inspections, checks and handling of employers who violate social insurance policies...

The August meeting of the Hai Duong Provincial People's Committee (2nd time) also considered and discussed many other contents such as: Draft Resolution of the Provincial People's Council Stipulating criteria for deciding to conduct bidding to select investors to implement investment projects to build new urban areas or renovate and embellish urban areas and rural residential area projects in Hai Duong province; handling documents related to organizing bidding to select investors to implement the Da Mai urban residential area construction investment project, Binh Han ward (Hai Duong city); solutions to solve problems for 3 projects invested by Ha Hai Tourism Construction Joint Stock Company; progress of implementation, site clearance of projects in the central area of ​​Hai Duong city; report on reviewing and evaluating the implementation of detailed planning for the construction of Long Xuyen industrial cluster, Kinh Mon town, scale 1/2000; proposing investment policies for a number of public investment projects in the province...
