Terminating the Hai Duong University Construction Investment Project (phase 1) to build the Provincial Political School and the new project of the school is a content considered by the Hai Duong Provincial People's Committee at the regular meeting in April (3rd time) on the afternoon of April 10.
The Provincial People's Committee agreed to terminate the Hai Duong University Construction Investment Project (Phase 1) as proposed by the Department of Planning and Investment. Standing Vice Chairman of the Provincial People's Committee Luu Van Ban assigned the Department of Construction to coordinate with the school to complete the acceptance of items. The Department of Finance reviewed the payment and settlement contents. After the project ended, the Department of Planning and Investment proposed the investment policy for 2 new projects related to the schools: Provincial Politics, Hai Duong University.
According to the Department of Planning and Investment, the Hai Duong University Construction Investment Project (Phase 1) was approved by the Provincial People's Committee in 2010. The project is built in Lien Hong commune (Hai Duong city) with a total investment of nearly 414 billion VND from the state budget, school budget and joint investment.
Currently, this project has 3 problems. That is, the investment capital from the school, socialization, and investment cooperation cannot be mobilized, so some items have not been implemented. Within the project area, there are still nearly 2,000 m2Land not yet cleared. Some items have not completed acceptance and settlement procedures.
Currently, the school is no longer able to continue investing. The Provincial People's Committee has agreed on the new location of the Provincial Political School at the dormitory construction site of Hai Duong University. In addition, Hai Duong College has merged into Hai Duong University. Therefore, the investment in facilities of Hai Duong University must be reviewed to suit the needs of the school after the merger, in accordance with the adjusted planning due to the allocation of land for the Provincial Political School. For the above reasons, the Department of Planning and Investment proposes that the Provincial People's Committee terminate the Investment Project to build Hai Duong University (phase 1).
