More than half a year after the merger (from April 27, 2023), Hai Duong University has a streamlined apparatus and standardized staff.
Minister of Education and Training Nguyen Kim Son assessed that the merger of Hai Duong College into Hai Duong University demonstrates the concern and strategic vision for the development of education in general and higher education in particular of Hai Duong province. At the same time, it is suitable for social needs, increasing the capacity for training and research, and the ability to solve the human resource needs of the locality.
After the merger, up to now, the Hai Duong University Council has 25 members. The school has 1 principal and 4 vice principals. Before the merger, the Party Secretary was not the Chairman of the University Council. To restructure the leadership apparatus, the school has implemented the Party Secretary as the Chairman of the University Council in accordance with the policies, regulations and instructions of the superiors. This has ensured the unity and effectiveness in the leadership and direction of both the Party Committee and the University Council.
The school currently has 55 department heads, deputy department heads and equivalent positions, a decrease of 12 people compared to before. During the process of staff arrangement, the school has streamlined 2 officials.
After the merger, the school has 24 affiliated and affiliated units, down 17 units. The school currently has 8 functional departments, 11 faculties, 2 centers and maintains the pedagogical practice schools. The school has 4 campuses, the main headquarters is located in the southern urban area of Hai Duong City (currently the main headquarters of Hai Duong University).
The school currently has 2 associate professors, 44 PhDs, and 195 masters. After the merger, the school immediately opened an English Language University class (2nd degree) for 40 staff and lecturers of the school and supported 50% of tuition fees. Since the merger, the school has had 3 lecturers studying for PhD, 1 lecturer successfully defended his doctoral thesis; 18 lecturers registered to study for PhD in 2024 and will be supported by the school with 100% of tuition fees.
The current arrangement and merger of the two schools is suitable for practice, comprehensive, and focuses on financial, human, and physical resources, immediately promoting the existing capacity of the two schools; overcoming the situation of scattered and unfocused investment in physical facilities and training equipment. Overcoming the current local surplus and shortage of physical facilities and teaching staff among public schools in the province. At the same time, it develops the source of enrollment, ensures the employment fund, develops common resources, and meets the legitimate interests of workers.
After the merger, the school's organizational structure was streamlined, promoting effectiveness and efficiency in operations.

On April 27, Deputy Prime Minister Tran Hong Ha, on behalf of the Prime Minister, signed Decision No. 448/QD-TTg to merge Hai Duong College into Hai Duong University. On June 12, the Provincial People's Committee announced this decision. After the merger decision, Hai Duong University immediately opened 6 university-level teacher training majors for enrollment in 2023.
