Hai Duong plans to reduce about 70% of communes, wards and towns.

The Chairman of the People's Committee of Hai Duong province requested that the arrangement of commune-level administrative units be placed within the overall plan to merge Hai Duong province with Hai Phong city, ensuring synchronization and creating development momentum.

Hai Duong has 43 party secretaries who are also commune-level People's Committee chairmen.

Hai Duong province currently has 207 communes, wards and towns. Of these, 43 party secretaries are also chairmen of commune-level People's Committees.
60 officials and civil servants who quit their jobs when merging communes, wards and towns were supported with about 3.8 billion VND.

In addition to enjoying the prescribed benefits, 60 commune-level officials and civil servants who retired early or quit their jobs immediately in Hai Duong are eligible to receive support of about 3.8 billion VND according to the province's policy.
