UEFA ignores secondary criteria, EURO 2024 Top Scorer title is only based on number of goals.
Ahead of the final, UEFA has made changes to the way the Golden Boot is awarded at EURO 2024. Now, if two or more players have the same number of goals in the tournament, they will both receive the title of Top Scorer, ignoring the secondary criteria (assists, minutes played).
The list of top scorers at EURO 2024 currently has 6 players who all scored 3 goals: Dani Olmo (Spain), Harry Kane (England), Cody Gakpo (Netherlands), Georges Mikautadze (Georgia), Jamal Musiala (Germany) and Ivan Shcranz (Slovakia).
Only Dani Olmo and Harry Kane have a chance to add to their tally after the final. If neither of them scores, the Golden Boot will be shared by all six players.
This is a major change by UEFA. According to the old rules, if two or more players have the same number of goals, the organizers will consider additional factors such as the number of assists, the number of minutes played...
At EURO 2020, Cristiano Ronaldo and Patrick Schick had 5 goals each, but Ronaldo won the Golden Boot award because he had 1 more assist than the Czech striker.
12 years ago, Fernando Torres and Mario Gomez both scored 3 goals and had 1 assist after the EURO 2012 final. But the former Liverpool striker won the Golden Boot because he played 189 minutes, 282 minutes less than Gomez.
UEFA's change just before the final was somewhat unfair to Dani Olmo. He had the same 3 goals as 5 other players, but had 2 more assists. Under the old rules, Olmo was the top scorer.

Olmo, however, is not too concerned about the change in the organizers:"I don't care if it's me or Unai Simon who scores. I'm satisfied if Spain win. It's true that Kane and I have the same number of goals, but the other players still have a chance.
Fabian Ruiz has two goals. Morata has one. Who knows, he might score a hat-trick in the final and win the Golden Boot. It doesn't matter who scores. The team comes first."
UEFA's changes will encourage more attacking players in the final. Jude Bellingham (England) and Fabian Ruiz (Spain) are the only players who have scored twice so far. If they score in Berlin, they will also have a chance of winning the EURO Golden Boot.
