Hai Duong Propaganda innovates and moves forward

Glorious revolutionary tradition

Propaganda work appeared before and at the same time as the birth of the Party. Before the founding of the Party, an advanced part of the nation and class, represented by comrade Nguyen Ai Quoc, had soon absorbed the ideas of Marxism-Leninism to spread them to the patriotic movement and the Vietnamese workers' movement, actively preparing politically, ideologically and organizationally for the birth of the Communist Party of Vietnam.

When the Communist Party of Vietnam was born, propaganda work was raised to a new level, closely following and effectively serving all activities of the Party. The first milestone marking the role of propaganda work since the Party was founded was the event on August 1, 1930, when the Propaganda and Agitation Committee of the Communist Party of Vietnam published the document "International Red Day August 1" to commemorate the International Day of the Struggle Against Imperialist Wars, Protecting Peace, Protecting the Soviet Union, Supporting the National Liberation Movement, and Calling on Soldiers to Unite with the People. This is the only and earliest document still preserved to this day, clearly stating "Published by the Propaganda and Agitation Committee of the Communist Party of Vietnam". When this document was first published, it received great attention from the public in contemporary society and had a great influence on encouraging the masses of workers and peasants in our country to rise up to fight against imperialism, protect the Soviet Union, and support the national liberation movement.

Based on the above documents and events, in 2000, the 8th Central Party Politburo decided to make August 1st of each year the Traditional Day of the Party's Ideological and Cultural Work. In 2007, after the Central Ideological and Cultural Committee and the Central Science and Education Committee merged into the Central Propaganda Committee, the Central Party Secretariat (10th tenure) decided to make August 1st of each year the Traditional Day of the Party's Propaganda Work. The determination of the traditional day affirms the role and glorious revolutionary tradition of those who do propaganda work throughout historical periods.

In Hai Duong, through the revolutionary stages, before 1945, the senior leaders focused on ideological work among the people, creating the ideological foundation for the establishment of Party cells, leading to the establishment of the Hai Duong Provincial Party Committee, leading the August Revolution in 1945 to glorious victory.

During the arduous resistance period or when the focus shifted from fostering the determination to fight for national independence and unify the country to focusing on strength and intelligence to heal the wounds of war, build a new life, innovate, open up, build and protect the socialist Vietnam, propaganda work always left a prominent mark.

Proactive, creative, achieved many successes

In recent years, with the attention and direction of the Provincial Party Standing Committee, Party committees at all levels, the coordination of sectors, the solidarity and efforts of the staff working in propaganda, the propaganda work of the Provincial Party Committee has been proactive, creative, and has successfully completed the assigned tasks with many remarkable new points.

Dissemination, dissemination and propaganda of Party directives and resolutions: Advised Party committees at all levels to strengthen the application of information technology in organizing in-person conferences combined with online dissemination and implementation of directives and resolutions of the Congress, Central Conferences, directives, resolutions, conclusions and regulations of the Politburo, the Secretariat of the 13th Party Central Committee, Resolutions of Party Congresses at all levels for the 2020-2025 term in the Party and widely propagated among the people.

Make good use of the internet and social networks in disseminating and popularizing the Party's directives and resolutions. Especially in the first 6 months of 2024, the Provincial Party Committee's Propaganda Department has proactively advised the Provincial Party Committee's Standing Committee to lead, direct, disseminate, implement, and organize preliminary and final reviews of the Party's directives and resolutions (disseminating 21 directives, resolutions, and conclusions of the Central Committee; issuing 13 plans, 7 preliminary and final reports).

The work of political theory education, the development and implementation of regulations and cultural and ethical standards are given importance: the content of the political theory education program has undergone many innovations. Teaching and learning methods have been improved, linking theory with practice. The qualifications and intelligence of cadres and party members have been raised; the leadership capacity and fighting spirit of party committees and organizations have undergone many positive changes.

The work of orienting public opinion and fighting against erroneous and hostile viewpoints has been carried out proactively, closely following the requirements of the task. The propaganda team at all levels in the province has proactively propagated tasks in the fields of economy, culture, society, Party building and the political system, anti-corruption, negativity, national defense, security, foreign affairs, etc. Well performing the role of the standing agency of Steering Committee 35, maintaining and gradually improving the quality of information pages on social networks at all levels. Doing a good job of propaganda helps cadres and party members clearly understand the meaning, importance, and necessity, actively participating in the work of protecting the ideological foundation, fighting against erroneous viewpoints of hostile forces. Pay attention to grasping and orienting the thoughts, moods, and public opinions of cadres, party members, and the people, especially public opinions surrounding the handling of erring cadres, retirement, and removal from Party and State positions of a number of high-ranking cadres as well as outstanding domestic and international issues and events.

Science, culture and arts work has been promoted. The Propaganda Department at all levels in the province has coordinated with departments and branches to deploy, propagate, organize implementation; monitor, urge, inspect, and strengthen the grasp of practical experience in the preliminary and final review of the implementation of resolutions and directives related to the fields of science and education such as education and training, science and technology, environment, health, population, social security, etc., bringing science and education work increasingly into depth and effectiveness.

Improve the quality of organizational structure and propaganda staff. Provincial Party committees have paid attention to perfecting the organization, arranging, arranging, providing material and spiritual conditions, taking care to foster and improve the political theory level and professional capacity of propaganda staff. Create favorable conditions for propaganda staff in the province to strive to improve their knowledge, experience, good moral qualities, capacity, work experience, and skillfully and effectively use increasingly modern means, apply information technology, and digital transformation in propaganda work, meeting the requirements of tasks in the new period.

Looking back at the achievements and results of the province in recent times, in all areas there have been important contributions from the province's propaganda sector.

Successfully carry out new tasks

In the coming time, the international and domestic situation is intertwined with opportunities, advantages and difficulties. In the province, localities, sectors and levels are urgently completing the political tasks set out by the 13th National Party Congress and the Party Congresses at all levels of this term. At the same time, they are carrying out the immediate task but with long-term impact, which is to lead and direct the implementation of Directive No. 35-CT/TW, dated June 14, 2024 of the Politburo on Party Congresses at all levels towards the 14th National Party Congress. Therefore, the propaganda staff of the province needs to promote the spirit of initiative, creativity and determination to overcome difficulties to successfully complete the assigned tasks.

First, firmly adhere to Marxism-Leninism and Ho Chi Minh Thought; absolutely do not waver or be vague, firmly adhere to the path to socialism, for the goal of a rich people, a strong country, democracy, fairness and civilization. Continue to thoroughly grasp the direction of the late General Secretary Nguyen Phu Trong for the Party's ideological cadres, and do better in Party building in terms of political ideology. Information and propaganda work must focus on building solidarity and unity within the entire Party and consensus among the people. Further promote the ideological struggle, refute the false arguments of hostile forces, firmly defend the Party's revolutionary viewpoints and lines. Build a cadre of propaganda cadres with qualifications, steadfast political will, resilience, intelligence, dedication to work, courage to fight, professional qualifications, who can say what they say and do what they do, and are not tempted or bribed by hostile forces.
