From March 1, the police force will have only 3 levels: ministry - province - commune when 694 district-level police units with nearly 6,000 affiliated teams ceased operations.

When the district police no longer exist, the provincial police will comprehensively solve all problems and have a general grasp of the local security and order situation. Commune police chiefs will be given some additional powers and communes will be reinforced with investigators and investigation officers. Each commune police will have at least 12 officers and soldiers.

Tens of thousands of district-level police officers and soldiers will be assigned to provincial or commune police, depending on their abilities. However, the police sector prioritizes vertical arrangements, with security sectors assigned to security and police to police.

Regarding the investigation work, the cases and incidents that the provincial police are investigating will remain as they are now. The cases that the district police are investigating or have temporarily suspended the investigation will be reviewed and transferred to the provincial police investigation agency to continue. The cases transferred from the district to the province for investigation will then be assigned to the district People's Procuracy to exercise the right to supervise the investigation and maintain the right to prosecute at the district court.

People apply for citizen identification cards at the commune police station.

Previously, the issuance of citizen identification cards was carried out at two levels, namely the Provincial Police Department for Administrative Management of Social Order and the District Police Department for Administrative Management.

When there was no longer a district-level police station, the Department of Administrative Police for Social Order (C06, Ministry of Public Security) advised the ministry's leaders to direct local police to transfer all citizen identification card issuance functions of district-level police to the commune level.

In the immediate future, local police will arrange staff and locations to receive ID cards at commune-level locations that are convenient for citizens to travel to. However, depending on the actual situation, localities may continue to arrange locations to receive ID card applications at the previous district police headquarters.

Ministry of Public Security driving test

From today, the functions and tasks of testing and issuing driving licenses will be undertaken by the Ministry of Public Security instead of the Ministry of Transport as before. At the ministerial level, the Traffic Police Department will perform the corresponding tasks of the Vietnam Road Administration, and at the provincial level, the Public Security of provinces and cities will perform the corresponding tasks of the Department of Transport.

The procedures and methods for receiving applications for changing driver's licenses remain basically the same as before. People can apply for changing driver's licenses in two ways: directly or online via the national public service portal.

The Ministry of Public Security and local police will publish a list of direct reception locations and the address of the national public service portal for people to know how to implement.

To shorten the administrative procedure process, the Ministry of Public Security minimizes the presentation of paper documents and files when applying for a driver's license renewal or re-issuance. The police also automatically integrate people's licenses when issuing new, renewing, or re-issuing them into applications to serve as a resource for subsequent renewals.

Issuance of Criminal Record Certificate at the police station

Also from March 1, the Ministry of Public Security began to perform the task of State management and issuing Criminal Records, instead of the Ministry of Justice as before. The two ministries have organized a handover and received the task in its original state to be ready to serve the people.

The issuance of Criminal Record Certificates to citizens at the ministerial level will be carried out by the Department of Professional Records of the Ministry of Public Security. At the local level, instead of the Department of Justice as before, the Department of Professional Records of the Provincial Police will issue Criminal Record Certificates.

In the coming time, the Ministry of Public Security will study and advise on amending the provisions of the law on criminal records. The Ministry will also continue to study and optimize professional processes to best serve the people, including the submission of Criminal Record Form No. 2, which is carried out entirely on the Ministry of Public Security's Public Service Portal and on the VNeID application.

Also from today, the police sector officially performs the task of State management of network information security, aviation security, drug addiction treatment and post-treatment management.
