Hai Duong City currently has 10 zoning planning projects approved by the Provincial People's Committee while 18 projects are still in the process of being prepared and submitted for appraisal.
The Standing Committee of the Hai Duong Provincial People's Council has just supervised a special topic in Hai Duong City on urban planning management. According to the report of the Hai Duong City People's Committee, after the province's zoning plan was approved, the Hai Duong City People's Committee has established 28 zoning plans. 10 plans have been approved by the Provincial People's Committee.
18 projects are still being prepared, submitted for appraisal and approval. Of which, only 2 zoning planning projects (local adjustment of zoning planning of Le Thanh Nghi ward, adjusted location of the Wood Enterprise area, scale 1/2,000 and zoning planning project 4C, zoning of the area south of Ring Road I, Hai Duong City, scale 1/2,000) have completed planning and are awaiting appraisal and approval.
The remaining 16 zoning plans are mostly in the planning stage or have not been planned yet because they are organizing a bidding process to select a consulting unit, and are being submitted for appraisal and approval of the planning task. Some zoning plans are expected to be completed in June, including zoning 3C in Thach Khoi ward, zoning 4B in Tan Hung ward, zoning 5A in Nam Dong ward, and zoning 5B in Quyet Thang ward. The zoning plan for zoning 1G in the central area of Hai Duong city is expected to be completed in October. After the planning is submitted for appraisal and approval.
According to the People's Committee of Hai Duong City, the organization of establishment, appraisal and approval of some zoning plans in Hai Duong City is still slow due to problems in appraisal, stamping of appraisal drawings and documents of the General Planning of Hai Duong City and the need to adjust all boundary names, scale, nature and functions of planning projects in the zoning plan. Changes in legal regulations in bidding for investor selection and the large volume of work with high requirements also slow down the progress of zoning plans. The cost of implementing large planning projects is up to about 63 billion VND, Hai Duong City needs to balance the budget.
