President Putin restructures Russian armed forces

The Moscow and Leningrad military districts were re-established to meet the new challenges facing Russia, especially the accession of Finland and Sweden to NATO.

According to RT (Russia), on February 26, Russian President Vladimir Putin signed a decree to restructure the organization of the country's military. The long-defunct Moscow and Leningrad military districts were re-established and "four regions formerly part of Ukraine that Russia recently annexed" were merged into the Southern Military District.

The decree abolished the Western Military District and the Joint Strategic Command "Northern Fleet", commonly known as the Northern Military District or Arctic Forces. Headquartered in St. Petersburg, the Western Military District was created in 2010 through the merger of the Moscow and Leningrad districts, with the Northern Military District being designated a separate entity in 2014.

Four regions formerly part of Ukraine that were "annexed to the Southern Military District, namely Zaporozhye, Kherson, Donetsk and Lugansk", were annexed by Russia in late 2022 after "referendums".

The re-establishment of the Moscow and Leningrad Military Districts was first proposed by Russian Defense Minister Sergey Shoigu in December 2022. At the time, Shoigu said the move was necessary to counter new challenges facing Russia, namely NATO's expansion to include Finland and Sweden.

The Russian Defense Minister described the creation of a corresponding force in northwestern Russia as an appropriate response to the buildup of the US-led military alliance.
