US President for the first time allows Ukraine to attack Russia with US long-range missiles

US President Joe Biden has authorized Ukraine to use US-supplied long-range ATACMS missiles to launch strikes inside Russian territory, marking a significant shift in US policy.

The New York Times (NYT) on November 17 quoted an anonymous source as a US official saying that initially, Ukraine is likely to use long-range Army Tactical Missile System (ATACMS) against Russian forces and third-party forces operating in Kursk province, but Washington may also allow their use in other areas.

The decision comes as Russia, with the support of third-party troops, prepares for a large-scale offensive against Ukrainian forces in hopes of retaking territory in Kursk province that Ukraine captured in August.

While US officials do not expect the move to “completely change the course of the war,” Biden wants to help Ukraine target key Russian and third-party military targets in Kursk and send a message of deterrence to third parties.

This policy change comes after Mr. Biden was previously hesitant to provide these weapons, due to concerns about the risk of escalating tensions with the Russian Federation.

Supporters of the decision have long argued that the authorization would significantly enhance Ukraine's defense capabilities, especially as Russia has stepped up its military offensive on multiple fronts, as well as stepped up drone and missile attacks in recent months.

Talks on easing US restrictions reportedly began after Ukraine's Defense Minister, Rustem Umerov, visited Washington on August 30 and presented senior officials with a list of high-value targets in the Russian Federation that Ukraine wanted to attack with ATACMS missiles.

According to Reuters news agency, Ukraine actually received the first batch of ATACMS missiles in 2023 with about 20 missiles in a secret US arms aid package.

MGM-140A missiles (standard version of ATACMS) were used in attacks on the Russian Federation's airport in the city of Berdyansk, Zaporizhia (Zaporozhye) region in October 2023.

Russian engineers discovered several submunitions used in ATACMS missiles at the scene of the attack.

However, at that time Ukraine was prohibited from using these missiles against targets inside the territory of the Russian Federation.
