The General Department of State Reserves has just issued a decision approving the plan to select a contractor to supply 220,000 tons of rice to the national reserve warehouse in 2023.

Accordingly, the General Department of State Reserves requires regional State Reserve Departments to post E-TBMT (invitations for bids, invitations for offers for bid packages applying online contractor selection) no later than June 5, 2023; closing time for bids is 9:00 a.m. on June 26, 2023. Opening of E-HSĐXKT (technical proposal documents for bid packages applying online contractor selection under the one-stage, two-envelope method) must be completed within 2 hours from the closing time for bids; contract performance time is a maximum of 60 days from the effective date of the contract; the deadline for completing rice import into the national reserve warehouse is no later than October 15, 2023.
During the implementation process, the General Department of State Reserves issued documents guiding the regional State Reserve Departments to select contractors to purchase national reserve rice in 2023; in which, the Departments were instructed to continue to score "contractor reputation" in the technical scoring table to assess the level of reputation of contractors in bidding to purchase national reserve rice as implemented in 2021 and 2022 to ensure fairness, increase competitiveness, enhance the responsibility of winning contractors in the process of implementing rice supply contracts and thereby ensure that the regional State Reserve Departments bid to purchase rice for national reserve in 2023 in a unified, strict and effective manner.
Previously, to implement the plan targets assigned by the Prime Minister in 2023, on April 3, 2023, the General Department of State Reserves issued Decision No. 139/QD-TCDT assigning plan targets to regional State Reserve Departments to purchase 220,000 tons of rice for national reserves in 2023 to ensure the increase of national reserve resources to meet the needs of support and relief in sudden and urgent cases assigned by the State.
In preparation for the 2023 rice procurement bid, the General Department of State Reserves has directed 22 regional State Reserve Departments to uniformly select contractors to purchase national reserve rice on the National Bidding Network; at the same time, disseminate and thoroughly educate civil servants involved in bidding activities to conduct research, update and master the provisions of the law on bidding, and the guiding Circulars of the Ministry of Planning and Investment on organizing contractor selection on the National Bidding Network.
