Firmly protect territorial sovereignty and national border security
At the working session, Lieutenant General Le Duc Thai, member of the Party Central Committee, member of the Central Military Commission, Commander of the Border Guard, reported to the General Secretary on the situation and results of work in recent times.
On behalf of the Party, State and Central Military Commission leaders, General Secretary To Lam cordially sends his best regards and New Year wishes to generals, officers, professional soldiers, cadres, soldiers, national defense workers in the entire Border Guard force, and all comrades and people of all ethnic groups in the border and island areas.
The General Secretary shared the difficulties and obstacles in the management and protection of territorial sovereignty and national border security, as well as the challenges, hardships and dangers that the Border Guard force has been striving to overcome.
Entering 2025, a year filled with important events, the General Secretary proposed to continue to maintain and strengthen the Party's leadership, improve the effectiveness and efficiency of State management in the cause of building, managing and protecting national borders; research and improve the capacity to advise and organize the implementation of Border Guard work at all levels; regularly grasp and correctly assess the security and political situation in border areas, islands, key areas, and traditional and non-traditional security issues... promptly advise and effectively handle situations, avoid being passive and surprised, firmly protect territorial sovereignty and national border security.
The General Secretary emphasized the need to strongly innovate in management thinking, protect territorial sovereignty and national border security; perfect mechanisms, policies and legal systems on building and protecting national borders; focus on researching and proposing issues on technology and digital transformation in border and border gate management and protection activities; coordinate to deeply, widely and effectively implement the National Border Protection Strategy, the Vietnam Border Law, Conclusion No. 99 and related legal documents; focus on seriously implementing treaties, protocols, agreements and regulations related to territorial border issues.
The General Secretary noted that there must be high political determination and scientific methods of implementation to create breakthroughs in building a revolutionary, disciplined, elite, and modern Border Guard force that meets the requirements of managing and protecting the national border in the new situation. Strengthening the synchronous implementation of solutions to build a clean and strong Border Guard Party Committee, a comprehensively strong unit that is "exemplary and typical"; preparing well the conditions for successfully organizing Party Congresses at all levels in the Border Guard force. At the same time, continuing to implement the policy of streamlining the organizational apparatus. Ensuring good logistics and technology for military, defense, and border tasks; taking care of and ensuring good living conditions and health of soldiers; implementing well the "Military Rear" policy so that both the "front line" and the "rear line" can work with peace of mind.
The General Secretary instructed to closely coordinate with sectors, levels, and functional forces in protecting border security, protecting the internal ideological and political foundation to serve the important work of the Party; ensuring rural security, ethnic and religious security in border areas, islands, etc. Focus on identifying new methods and tricks of all types of criminals, resolutely combat and suppress crimes that violate national security, drug crimes, human trafficking, smuggling, and trade fraud; improve the quality and effectiveness of immigration control.
The General Secretary proposed mobilizing the strength of the entire political system and the entire people in implementing the resolutions and directives of the Party, State and Government on managing and protecting territorial sovereignty, national border security and building strong border areas; continuing to closely connect with the people, respect the people, rely on the people, listen to their opinions and protect their legitimate interests; effectively promoting the Border Guard cadres participating in Party committees at all levels, cadres strengthening communes, party members working in village party cells, party members in charge of households; continuing to effectively implement programs and movements to help people such as "Border Spring warms the hearts of the villagers", "Border Station's adopted children go to school - Border Guard Station's adopted children", "Border Full Moon Festival Night"...
Building a border of peace, friendship, cooperation and sustainable development
The General Secretary requested to thoroughly grasp and well implement the foreign policy and viewpoints of the Party and State, improve the effectiveness of defense diplomacy, border diplomacy and international cooperation in the field of Border Defense, contributing to ensuring a peaceful environment, maintaining territorial sovereignty, facilitating economic, cultural and social development and consolidating and strengthening national defense and security in border and island areas; be ready to participate in disaster relief and search and rescue activities in neighboring countries and countries around the world when requested; prepare and be ready to well organize Border Defense Friendship Exchange programs with neighboring countries; strengthen and promote Party foreign affairs, Border Defense foreign affairs and people-to-people foreign affairs in border areas, building a peaceful, friendly, cooperative and sustainable border.
Regarding the organization of the Lunar New Year 2025, the General Secretary requested the Border Guard to thoroughly grasp and strictly implement the directives of the Secretariat, the Prime Minister and the directives and plans of the Ministry of National Defense; organize patrols, inspections and strict control of borders and border gates, maintain political security and social order and safety in border areas and border gates during Tet; ensure full standards and Tet regimes, organize for soldiers to welcome Spring and celebrate Tet happily, warmly, safely and economically; care for policy beneficiaries and poor households in border, sea and island areas.
The General Secretary affirmed that the Party, State, Central Military Commission and people always have special affection, firm trust and always care and look after building the Vietnam People's Army in general and the Border Guard in particular to always be a revolutionary, disciplined, elite and modern army; politically strong, absolutely loyal to the Fatherland, the Party, the State and the people.
The General Secretary requested the Ministry of National Defense, ministries, branches and localities to continue to pay attention, direct, coordinate and assist, creating more favorable conditions for the Border Guard to excellently fulfill the important tasks entrusted by the Party, State and people.
The General Secretary believes that in the coming time, the Border Guard force will promote to the highest extent the glorious tradition that generations of fathers and brothers have built, combined with the mettle and qualities of Uncle Ho's soldiers in the new era, continue to achieve even greater results and achievements, truly create breakthroughs in all aspects of border work, contributing to the successful implementation of the task of building and protecting the socialist Fatherland of Vietnam, together with the entire Party, people and army, confidently and firmly enter a period of prosperity, prosperity and development.
On this occasion, at the connecting points, representatives of the Border Guard Station Commands reported to the General Secretary on the situation and results of work in each locality; thanked the leaders of the Party, State, and Central Military Commission for always paying deep attention and encouraging officers and soldiers of the Border Guard to successfully complete their assigned tasks; promised the General Secretary to always be united, highly determined, and excellently complete the task of firmly protecting territorial sovereignty and peace at the border.
Talking to and encouraging border guards, representatives of officers, people and armed forces at the bridge points, border posts, and border patrol boats, the General Secretary was delighted to hear the Border Posts report on the organization of Tet celebrations with the people, linking Spring celebrations with the 95th anniversary of the Party's founding.
On behalf of the leaders of the Party, State, and Central Military Commission, the General Secretary kindly inquired about the health situation, preparations for Tet in the area, and the organization of Tet duty at the unit...; and was pleased to know that the Command Boards of Border Guard Stations had carefully prepared for officers and soldiers to celebrate Tet with the ethnic people in the area.
The General Secretary instructed officers and soldiers of Border Guard Stations to arrange regular and continuous Tet duty, not to be negligent or lose vigilance, to perform well the task of protecting territorial sovereignty and national border security, to coordinate with local Party committees and authorities to help people develop socio-economy, build peaceful, stable and developed border areas, do well in foreign affairs, and strengthen people's trust in the Party and State.
On this occasion, General Secretary To Lam presented gifts to officers and soldiers of the Border Guard Command and recorded the Border Guard's Golden Book of Tradition.
