On August 18, 2022, the Standing Committee of Hai Duong Provincial Party Committee issued Regulation No. 545-QD/TU on standards and conditions for leaders of provincial-level mass organizations assigned by the Party and State.
Article 1 of this regulation sets out the standards and conditions for the positions of president and vice president of provincial mass organizations (hereinafter referred to as association leaders) as follows: Association leaders must meet the standards and conditions as prescribed; have good political qualities and ethics; have leadership and management capacity, and have experience in mass work. For association leaders who are still of working age, the general regulations on cadres, civil servants, and public employees in the political system must be followed. For association leaders who are past working age, they must be healthy enough to work; have a high sense of responsibility, capacity, and prestige among cadres and members. Leaders of specialized associations must have appropriate expertise.
Regarding the age of participation in association leadership: For personnel who are past working age, the age for first introduction or re-election as association leaders must not exceed 65 years old. For association presidents, in special cases, the age must not exceed 70 years old, as considered and decided by competent authorities. For association leaders of working age, when they reach retirement age, the regulations shall apply. In special cases, the competent authority for personnel management shall consider and decide.
Regarding the term of office, the chairman of the association shall hold the position for no more than 2 consecutive terms. In case he has held the position for 2 consecutive terms but has not reached the retirement age as prescribed, the competent authority shall consider and decide whether to continue holding the position of chairman or to arrange other work.
14 associations assigned by the Party and State at the provincial level, including the following associations: Red Cross, Former Youth Volunteers, Blind People, Victims of Agent Orange/Dioxin, Protection of the Disabled and Children, Literature and Arts, Journalists, Oriental Medicine, Encouragement of Learning, Lawyers, Union of Friendship Organizations, Union of Cooperatives, Representative Board of the Association of the Elderly, Union of Science and Technology Associations.
