Concluding the Conference, National Assembly Chairman Vuong Dinh Hue said that the Conference listened to the Report of the National Assembly Standing Committee on the organization and operation of People's Councils of provinces and centrally run cities in 2021 and the direction and tasks for 2022; the opinions of 8 localities clarified many outstanding results, good experiences, valuable lessons as well as shortcomings, limitations and proposed many recommendations to continue to innovate, improve the capacity, effectiveness and efficiency of the People's Councils in 2022 and the 2021-2026 term. The quality of the discussion reports was very good, putting forward practical and specific recommendations.

Basically agreeing with the report of the National Assembly Standing Committee on the directions, tasks and solutions for the work of the Provincial and Municipal People's Councils in 2022 and the opinions of localities, the National Assembly Chairman emphasized a number of additional contents.

The National Assembly Chairman stated that it is necessary to continue to thoroughly grasp and understand the functions, tasks and powers of the People's Council, the People's Council Standing Committee, the People's Council Committees, the People's Council Delegation Groups and People's Council delegates as stipulated in the Law on Organization of Local Government No. 77/2015/QH13, amended and supplemented by Law No. 47/2019/QH14 "Law amending and supplementing a number of articles of the Law on Organization of the Government and the Law on Organization of Local Government", especially for delegates who are new to the People's Council for the first time.

Along with that, it is necessary to continue reviewing, developing or completing and organizing the implementation of the Project to continue innovating and improving the quality of the People's Council's activities, including the quality of People's Council sessions, activities of the People's Council Standing Committee, People's Council Committees, People's Council Delegation Groups and People's Council delegates, continuing voter support, supervision, questioning, answering questions... to best perform the tasks and powers of the People's Councils of provinces and cities in terms of organization and ensuring the implementation of the Constitution and laws; building the government (personnel work, taking votes of confidence, voting for confidence); in deciding important issues in various fields and supervising compliance with the Constitution and laws in localities, the implementation of Resolutions of the People's Councils of provinces and cities; supervising the activities of the People's Council Standing Committee, People's Committee, People's Court, People's Procuracy at the same level, People's Council Committees, supervising legal documents of the People's Committee at the same level and documents of the People's Councils at district level; Organize supervision according to the guidance of the National Assembly Standing Committee on the supervision activities of 4 topics of the National Assembly and the National Assembly Standing Committee in 2022 to achieve the best results.

The innovation, improvement of capacity, effectiveness and efficiency of the People's Council's operations must closely follow the action program to implement the Resolution of the National Party Congress and the Provincial and Municipal Party Congresses; must be done and consider the People's Council delegates as the center, the quality and effectiveness of the People's Council delegates' operations determine the quality and effectiveness of the People's Council's operations in general and all decisions related to local government within their authority must take the people and businesses as the center, putting national and ethnic interests above all and first.

From the experience of the National Assembly and People's Councils of some provinces and cities, the People's Councils of provinces and cities conduct reviews, develop and submit to the Party Committees of the same level for approval or the People's Councils issue Resolutions on the program of developing legal documents for the entire term to take the initiative early and from afar in building and perfecting the framework and institutions for socio-economic development of the locality; focusing on institutionalizing and concretizing the specific Resolutions of the National Assembly on the model of government organization and specific policy mechanisms for some provinces and cities (Hanoi, Ho Chi Minh City, Da Nang, Hai Phong, Nghe An, Thanh Hoa, Can Tho).

In 2022, promptly issue Resolutions to organize and supervise the implementation of the Central Committee's policies, the Resolutions of the National Assembly and the Government on socio-economic development, finance - budget, public investment in 2022, national target programs, especially the COVID-19 Prevention and Control Program for the period 2022-2023 according to the motto of flexible adaptation, safety, effective control of the COVID-19 epidemic and the Socio-economic Recovery and Development Program, financial - monetary solutions in the two years 2022-2023, striving to achieve the highest targets and objectives in 2022, this is the pivotal year to implement the Resolution of the 13th National Congress of the Party.

Continue to review, complete and well implement the coordination regulations between the National Assembly Delegation and the People's Council, the Standing Committee of the People's Council, the Committees of the People's Council, the People's Committees and the Vietnam Fatherland Front of the provinces and cities to promote the effectiveness of each agency and organization.

The National Assembly Chairman highlighted the importance of strengthening the leadership of Party committees and standing committees of Party committees in organizing the activities of People's Councils; proactively advising Party committees on completing the positions that are lacking compared to regulations and the planning of full-time People's Council deputies for the 2026-2031 term; coordinating with the Delegation Affairs Committee and the National Assembly Office to foster knowledge and skills for People's Council deputies at all levels and civil servants and public employees of the Office of the National Assembly delegation and People's Councils of provinces and cities...

In 2022, the National Assembly Standing Committee assigned the Delegation Work Committee to preside over and coordinate with relevant agencies and People's Councils of provinces and cities to develop the Project: "Strengthening the direction and responsibility of supervision and guidance of the National Assembly Standing Committee for the activities of People's Councils at all levels, strengthening the connection between National Assembly agencies and People's Councils at all levels" and the draft "Resolution on guiding a number of supervisory activities of People's Councils" to submit to the National Assembly Standing Committee for promulgation.

The National Assembly Chairman requested the Standing Committees of the People's Councils of provinces and cities attending the Conference to actively and specifically contribute to the draft Project and draft Resolution so that when promulgated, they meet practical requirements and resolve the problems raised in the discussions at the Conference; study and consider promulgating a framework regulation for the People's Councils.

The National Assembly Chairman emphasized the need to strengthen exchanges, learning and sharing of operational experiences between the People's Councils of provinces and cities with the Ethnic Council and agencies of the National Assembly; increase the use of experts and collaborators in organizing the activities of the People's Councils; and strengthen information and propaganda work for the activities of the People's Councils at all levels.

Based on the results of this conference and the two regional conferences to be held in the coming time, the National Assembly Standing Committee assigned the Delegation Work Committee to receive and complete the official report; at the same time, synthesize the opinions, recommendations and proposals of the People's Councils of provinces and cities to report to the National Assembly Standing Committee for consideration and resolution or report to competent authorities for resolution in accordance with the provisions of law.

Immediately after the successful election of deputies to the 15th National Assembly and People's Councils at all levels for the 2021-2026 term, despite the complicated developments of the COVID-19 pandemic, the People's Councils of provinces and cities successfully held their first session. In addition to holding two regular sessions, many provinces and cities held many extraordinary sessions to decide on many important contents on COVID-19 prevention and control in the spirit of Resolution 30 of the 15th National Assembly and socio-economic development tasks in the area.

Since the beginning of the 2021-2026 term, excluding Resolutions on personnel work, the Provincial People's Council has issued a large number of Resolutions, creating an important legal basis for the implementation of socio-economic development tasks, COVID-19 prevention and control and specific tasks under the functions and authority of the People's Council according to the provisions of law, promptly institutionalizing the policies of the Party Central Committee, the Politburo, the Secretariat, the National Assembly, the National Assembly Standing Committee, the Government in the work of epidemic prevention and control and socio-economic development as well as other aspects of work.

The National Assembly Chairman said that this shows the readiness and sense of responsibility of local elected bodies in the face of very urgent practical requirements.

Along with that, the supervision activities of the People's Council, the Standing Committee of the People's Council, the Committees, the Delegation Groups and the People's Council delegates have been well implemented; there have been innovations, improving the quality of questioning and answering questions, organizing many thematic supervision activities; coordinating the supreme supervision work of the National Assembly and the National Assembly Standing Committee according to the guidance of the National Assembly Standing Committee.

The National Assembly Chairman assessed that many reports of the People's Councils of provinces and cities were of good quality; creating a data system close to local realities. Thereby contributing to supporting the direct supervision work of the National Assembly and the National Assembly Standing Committee.

The People's Councils of provinces and cities focus on improving the quality and flexibility of voter contact and organizing sessions of the People's Council and the Standing Committee of the People's Council (online, in person; combination of online and in person) in each period; strengthening the work of receiving citizens, handling complaints and denunciations, resolving petitions of the people and voters, the rate of resolving voters' petitions is high (over 85%)...

However, in addition to the achievements and results, the quality of the People's Council's meetings, the activities of the People's Council Standing Committee, the People's Council Committees, the People's Council Delegation Groups and People's Council delegates are sometimes inadequate and do not meet the requirements and expectations of the people and voters. The effectiveness of supervision work is generally limited; thematic supervision and re-supervision activities are still limited. The explanation activities at the meetings of the People's Council Standing Committee are sometimes formal and of low quality. There are still violations in the management and use of the State budget, public assets, public investment, especially in the fields of land management, natural resources and environment management; in the mobilization, management and allocation of resources for the prevention and control of the COVID-19 pandemic, in the procurement and bidding of medicines, equipment and medical supplies; The coordination and implementation of thematic supervisions by the National Assembly and the National Assembly Standing Committee in some provinces and cities are still not active, the preparation and submission of supervision reports are slow, and the quality of reports is still limited.

The supervision and monitoring of the results of handling complaints, denunciations and recommendations from the people and voters are still inadequate, slow, and ineffective, mainly transferring petitions; the work of receiving citizens, supervising and handling petitions, complaints and denunciations from citizens is still mainly carried out by full-time delegates. The coordination between the Standing Committee of the People's Council - the National Assembly Delegation - the People's Committee - the Fatherland Front Committee of the provinces and cities is still ineffective and uneven...

From the analysis, assessment, recognition of the achieved results and the aspects of work that need to be further promoted and overcome, the People's Councils at all levels in 2022 will continue to innovate in methods and ways of organizing activities, improving the quality of activities on the basis of concretizing the Resolution of the 13th National Party Congress, the Resolution of the National Assembly, the Government, the Resolution of the Provincial and Municipal Party Congresses and the laws of the State; effectively implementing the work of "improving the quality and effectiveness of the activities of the People's Councils at all levels, term 2021-2026", so that the People's Council is truly a State power agency at the local level, representing the will, aspirations and mastery of the people.
