The supervision activities of the People's Council at the commune level in Hai Duong province have had many limitations in recent times, so solutions are needed to improve the quality and effectiveness of operations.
Improving the quality of human resources in the entire political system in general and the quality of People's Council delegates at all levels, including People's Council delegates at the commune level, is a key issue to improve the effectiveness of commune-level government operations.
The total number of commune-level People's Council delegates in Hai Duong province for the 2021-2026 term is 5,702 people. Of which, female delegates account for 27.83%; ethnic minority delegates account for 0.33%; young delegates (under 40 years old) account for 21.96%; non-party delegates account for 12.29%; re-elected delegates (ratio compared to elected) account for 55.61%; delegates representing religions account for 1.18%; self-nominated delegates account for 0.04%.
Since implementing the Law on Organization of Local Government 2015 and the Law on Supervision Activities of the National Assembly and People's Councils 2015, the supervision activities of the People's Councils at the commune level in Hai Duong province have had many innovations and improved quality.
Specifically, the review of reports at the session of the People's Council at the commune level is of interest and implemented methodically. The discussion opinions of the People's Council delegates are the result of monitoring through reports combined with the actual monitoring process.
The quality of questioning and reviewing the response to questions has been gradually improved. The content of the questions is diverse, covering socio-economic fields, urgent and topical issues, reflected and recommended by voters and people. The questioning attitude is appropriate, frank and determined to clarify the responsibilities and solutions of relevant agencies. Most of the questions are received and answered clearly by heads of departments and branches, attaching responsibilities and deadlines for resolution.
The organization of thematic supervision was carried out according to plan, creating initiative for the Standing Committee, committees and relevant agencies and organizations to participate in supervision activities. The supervision delegations of the People's Council at the commune level focused on implementing the goals and tasks of local socio-economic development; issues of concern to voters and public opinion. The organization of supervision basically ensured compliance with legal regulations. The supervision reports provided useful information to help People's Council delegates have a basis to discuss and decide on issues, vote to pass resolutions. The conclusions and recommendations in the supervision reports were urged and monitored for implementation. Local levels and sectors had quite close coordination in the process of supervision and implementation of supervision recommendations.
However, besides the above positive results, the monitoring activities of the People's Council at the commune level in Hai Duong province in recent times still have limitations.
Specifically, activities to monitor law enforcement at the local level and to monitor the handling of complaints, denunciations and petitions from citizens are not clear.
The number of delegates registered for questioning is still low. Some delegates holding concurrent positions and leadership positions rarely participate in questioning. Coordination to resolve complex issues related to many sectors is not very tight... The participation of concurrent delegates in thematic supervision of the People's Council committees at the commune level is still limited.
Although the number, scale and scope of supervision by the Standing Committee and the People's Council committees at the commune level have increased, they have not yet met practical requirements, especially the supervision of the implementation of major, arising issues that need to be resolved immediately, which is sometimes not timely and not very effective. The supervision method is still stereotyped, with little innovation.
The implementation of recommendations after supervision and the implementation of the conclusions of the session chair at the question and answer session of the People's Council and the meeting of the People's Council Standing Committee have not received due attention in some places and at some times. The work of monitoring and urging the implementation of recommendations after supervision has not been timely and effective.
The above limitations are due to many reasons, but the most decisive reason is still the quality of delegates. Some delegates have not met the capacity and lack supervisory skills. Training and fostering of delegates is not regular and ineffective. The material facilities to ensure the activities of the People's Council and People's Council delegates are still lacking.
From the above limitations and shortcomings, in order for the People's Council at the commune level to operate with quality and real effectiveness, it is necessary to pay attention to implementing the following tasks and solutions:
Firstly, the Party committees at the grassroots level need to strengthen their leadership over the organization and operation of the People's Council, pay attention to planning, training, and assigning dedicated and capable cadres to do the work of the People's Council to build the People's Council into a truly local state power agency.
Second, improve the supervisory capacity of People's Council deputies. It is necessary to pay more attention to training, coaching, and continuous updating of knowledge to improve the capacity, responsibility, skills, and experience in supervisory activities of People's Council deputies at all levels. People's Council deputies need to increase their responsibility, regularly participate in training courses on supervisory skills, and part-time deputies need to spend adequate time on supervisory activities.
Third, constantly innovate the form and method of supervision, ensuring substance and effectiveness towards the socio-economic development goals of the locality. The supervision process must strengthen cooperation between elected bodies and law enforcement agencies and units, from proposing the selection of supervision content to organizing supervision teams, developing programs, plans and implementing them in accordance with local realities.
Fourth, improve the operational capacity of the advisory and support departments of the People's Council at the commune level in a professional and effective manner. Arrange sufficient numbers, assign specific and clear tasks, and ensure no overlap. Enhance the responsibility of the head. Strengthen discipline and order in advisory and support activities. At the same time, reasonably arrange the necessary material conditions for monitoring activities.
Fifth, continue to innovate and improve the quality of voters' and citizens' contact with the People's Council delegates. It is necessary to increase contact with voters before and after the session, at their residence and at their workplace. People's Council delegates must spend time meeting with the people, and in their activities, they must be really close to the people to understand them better, honestly reflect their opinions and aspirations to the People's Council to contribute to the People's Council's correct decision on important local issues.
