On the morning of July 5, in Hanoi, Politburo member and Standing member of the Secretariat Luong Cuong had a working session and attended the conference to review the first 6 months of the year and deploy tasks for the last 6 months of 2024 of the Central Internal Affairs Commission.

Member of the Politburo, Secretary of the Party Central Committee, Head of the Central Internal Affairs Commission Phan Dinh Trac also attended the conference.

At the conference, Standing member of the Secretariat Luong Cuong emphasized that the world situation continues to evolve rapidly and is very complicated. Domestically, there are many advantages, difficulties, and challenges intertwined, with many unprecedented complex issues emerging.

In that context, under the close and drastic leadership and direction of the Central Executive Committee, the Politburo, the Secretariat, headed by General Secretary Nguyen Phu Trong, the participation of the entire political system and the solidarity and efforts of the entire Party, people and army, our country has achieved many important results in many fields.

The Central Internal Affairs Commission has made an important contribution to that overall result. Typically, the Central Internal Affairs Commission has done a good job of researching, advising, and proposing to the Party many policies, viewpoints, major orientations, and strategies on internal affairs, preventing and combating corruption, negativity, and judicial reform.

The Standing Secretariat highly appreciated the Central Internal Affairs Commission's chairing and coordinating the organization of three national conferences on internal affairs, preventing and combating corruption and negativity; chairing the drafting and dissemination of the content and core values in the work "Resolutely and persistently fighting against corruption and negativity, contributing to building our Party and State increasingly clean and strong" by General Secretary Nguyen Phu Trong.

The Central Internal Affairs Commission has always been proactive and creative in performing its duties as the Standing Agency of the Central Steering Committee on preventing and combating corruption and negativity; contributing to continuing to promote and create new breakthroughs in the work of preventing and combating corruption and negativity.

The Central Internal Affairs Commission advises the Steering Committee to step up inspection and supervision work, focusing on areas and localities where corruption and negativity are likely to arise, and to resolve outstanding issues and difficulties in practice; to direct the organization of inspections of signs of violations by Party organizations and Party members related to a number of cases and incidents under the supervision and direction of the Steering Committee; to inspect and audit complicated and outstanding topics and incidents of public concern; to advise, organize inspections or direct inspections of topics on outstanding issues of public concern, with potential risks of corruption and negativity.

Through that, many cases with signs of corruption and negativity have been discovered and recommended to the authorities to handle...

Praising the achievements, the Standing Secretariat also pointed out a number of shortcomings and limitations and emphasized that the Central Internal Affairs Commission needs to make greater efforts and determination, act more strongly, decisively and effectively, contributing to the successful implementation of tasks on internal affairs, preventing and combating corruption, negativity and judicial reform according to the Resolution of the 13th National Party Congress.

In particular, it is necessary to continue to do a good job of advising on the fight against corruption and negativity, in conjunction with the effective implementation of Regulation No. 144-QD/TW of the Politburo on ethical standards for cadres and party members in the new period; advising on the final handling of corruption and negativity cases and incidents related to cadres and party members, serving the personnel work of Party Congresses at all levels, strictly implementing the direction of the General Secretary: "Absolutely do not allow into the leadership agencies those who have made mistakes, are involved in corruption, negativity, cover up crimes, and negatively affect the prestige of the Party."

According to the Standing Secretariat, in the coming time, the Central Internal Affairs Commission needs to focus on researching and completing projects and tasks according to the 2024 Work Program, especially urgently completing projects submitted to the Politburo and the Secretariat according to plan.

At the same time, pay attention to researching and proposing major policies and orientations on internal affairs, preventing and combating corruption, negativity and judicial reform to serve the development of draft documents for the 14th National Party Congress. The Internal Affairs Committee continues to advise the Politburo, the Secretariat, and the two Steering Committees to direct the review and improvement of institutions on socio-economic management and preventing and combating corruption and negativity, especially in areas where many major violations have occurred in recent times.

Further improve the quality of appraisal of projects and documents on internal affairs, anti-corruption, negativity and judicial reform before submitting them to the Politburo and the Secretariat, ensuring that the laws are consistent with the Party's Platform, viewpoints, policies and guidelines. The Standing Secretariat also requested the Central Internal Affairs Commission to continue to effectively perform its duties as the Standing Agency of the Central Steering Committee on anti-corruption and negativity, focusing on advising and directing the removal of difficulties and obstacles, speeding up the investigation progress, thoroughly and strictly handling corruption and negativity cases and incidents in accordance with the Steering Committee's Plan.

In particular, focus on advising on directing inspection, examination, investigation, and strict handling of violations related to cases and incidents occurring at AIC Company, FLC Group, Van Thinh Phat, Saigon Dai Ninh Project (Lam Dong), Phuc Son Group, Thuan An Group... and cases and incidents related to leaders and managers at all levels, contributing to good personnel preparation for Party Congresses at all levels and the 14th National Party Congress.

Considering that the inspection and supervision work of Party Committees in general and the Central Internal Affairs Committee in particular has not been carried out regularly, and the quality and efficiency have not been high, according to the Standing Secretariat, it is necessary to coordinate more closely and regularly with the Central Inspection Committee to advise on the development of inspection and supervision programs of the Politburo, the Secretariat, and the two Steering Committees in the fields of internal affairs, anti-corruption, negativity, and judicial reform; at the same time, proactively develop inspection and supervision plans of the Central Internal Affairs Committee to ensure focus, key points, practicality, and effectiveness.

Through inspection and supervision, it is necessary to promptly detect and advise on resolving shortcomings in mechanisms, policies and laws in the fields of internal affairs, anti-corruption and negativity; and judicial reform - the Standing Secretariat proposed.
