On November 4, at the Government headquarters, Prime Minister Pham Minh Chinh chaired a regular session to assess the socio-economic situation in October and 10 months of 2023; implement the socio-economic recovery and development program; allocate and disburse public investment capital; implement 3 national target programs and a number of other important contents.

The results of the following month are higher than the previous month; the results of the following quarter are higher than the previous quarter.

At the meeting, Government members discussed and assessed the situation, clearly stating what has been done and what has not been done; objective and subjective causes, lessons learned; key and breakthrough solutions to complete the goals and tasks for 2023.

Among them, delegates focused on many issues such as salary reform; resolving difficulties and obstacles, promoting disbursement of public investment capital and 3 national target programs.

In addition, it is necessary to resolve specific problems, promote the implementation of key projects; find solutions to attract international tourists to Vietnam; promote innovation; continue to promote administrative reform, and create favorable conditions for people and businesses to conduct production and business activities.

Concluding the meeting, basically agreeing with the opinions of the Government members, the Prime Minister said that in October, the Government and the Prime Minister directed to focus on implementing the resolutions and conclusions of the Central Committee, the Politburo, and the National Assembly; issued documents and directed and deployed tasks, best prepared the contents and tasks to serve the 8th Central Conference, the 6th Session of the 15th National Assembly, ensuring progress and quality.

Along with that, the units continued to build and perfect institutions and laws; remove difficulties and obstacles, support people and businesses to recover and develop production and business; organize conferences, forums, and important meetings; practically and effectively implement foreign affairs and international integration activities, and sign many international treaties and agreements.

Notably, in the context of international and domestic difficulties, thanks to the drastic participation of the entire political system, people and business community under the leadership of the Party, the socio-economic situation in October continued to trend positively in many areas, basically achieving the general goals, maintaining the momentum of "next month is better than the previous month, next quarter is better than the previous quarter."

These results were achieved thanks to the leadership and direction of the Party Central Committee, directly and regularly by the Politburo and the Secretariat, headed by General Secretary Nguyen Phu Trong; the close coordination and support of the National Assembly and agencies in the political system; the support and active participation of the people and the business community; the support and assistance of international friends; the decisive, focused, flexible and effective leadership and direction of the Government, ministries, branches and localities.

In addition, the Prime Minister also pointed out the shortcomings, limitations, difficulties and challenges. These include economic growth not reaching the set target; inflation is still under pressure; State budget revenue has decreased compared to the same period; the corporate bond and real estate markets have improved but have not met expectations.

Production and business activities in a number of industries and fields are still facing difficulties; many agencies and localities disburse public investment capital below average...

“The above limitations and weaknesses are mainly due to subjective reasons. In particular, the work of grasping and forecasting the situation is sometimes not accurate, policy consultation and response in some cases is still passive; the organization of law and policy implementation is still a weak link. A number of officials still have the mentality of avoiding, fearing responsibility, and fearing mistakes when performing public duties; decentralization and delegation of power in some areas still have institutional problems, especially for newly arising issues,” the Prime Minister pointed out.

From lessons learned, forecasts, and situation analysis, the Prime Minister emphasized many key contents to effectively implement socio-economic development tasks in November and the remaining time of the year.

The Prime Minister requested to actively and effectively implement the conclusions of the 8th Central Conference, resolutions and conclusions of the Party, National Assembly and Government, including proactively reviewing, inspecting and urging the implementation of key tasks in 2023; selecting major, important and urgent contents and issues related to the fields of ministries, agencies and localities to propose and register for inclusion in the Work Program of the Government and Prime Minister in 2024.

At the same time, closely monitor the situation, proactively prepare contents in the monitoring field to be ready to report, provide complete and timely information, explain and answer questions of the National Assembly; closely coordinate with the National Assembly agencies to complete draft Laws and Resolutions of the National Assembly; report to competent authorities on issues arising beyond their authority.

Promoting growth drivers and key sectors and areas

The Prime Minister pointed out that the general goal is to continue to prioritize promoting growth, maintaining macroeconomic stability, controlling inflation, and ensuring major balances.

Relevant parties implement monetary policies proactively, flexibly, promptly, effectively, in a synchronous, close and harmonious coordination with the management of a reasonable, focused, key expansionary fiscal policy and many other policies. Along with that, it is necessary to strengthen financial and budgetary discipline, strive to increase revenue; strictly control expenditures, thoroughly save expenditures; closely follow the developments of market supply and demand, prices, proactively implement the program to stabilize the market and prices, especially at the end of the year.

To strongly promote growth drivers, the Prime Minister requested to improve the efficiency of investment capital from the State sector. At the same time, there must be breakthrough solutions to facilitate the attraction of investment resources from the whole society, including promoting selective, large-scale, high-tech FDI attraction, especially in the manufacturing, electronics, semiconductor, and hydrogen industries.

On the other hand, agencies need to resolutely handle difficulties, actively support and accelerate the implementation of investment projects in Vietnam; focus on perfecting mechanisms and policies to attract investment, and be ready to adapt to global minimum taxes.

Along with that is promoting exports. The Prime Minister directed to maintain and consolidate traditional markets and actively expand new markets; promptly provide market information, create maximum convenience for businesses to clear goods; boost exports, especially in large and potential markets, promote the competitive advantages of each specific group of goods in export markets, signed agreements and trade agreements; accelerate negotiations and signing of the Vietnam-UAE Comprehensive Economic Partnership Agreement, FTAs ​​with Brazil, the South American Common Market (MERCOSUR)...

Regarding consumption, the Prime Minister suggested effectively exploiting the domestic market; stimulating consumption of goods at the end of the year; continuing to promote the campaign "Vietnamese people prioritize using Vietnamese goods", trade promotion programs and activities, product promotion, connecting supply and demand; improving the effectiveness of market management, fighting against smuggling, trade fraud, counterfeit goods; strictly handling violations.

The Prime Minister also directed to focus on developing key industries and sectors. Regarding industry, it is necessary to strongly promote industrial production, especially the processing and manufacturing industry.

Along with that, it is necessary to focus on removing difficulties, promoting the manufacturing and processing industry, key industries; speeding up the progress of large-scale, high-tech projects with strong spillover effects; proactively implementing solutions to ensure energy security (electricity, gasoline); encouraging the development of self-produced and self-consumed rooftop solar power and the direct power purchase and sale mechanism (DPPA).

Regarding agriculture, the Prime Minister requested to strongly promote agricultural production, especially food, foodstuffs, and essential goods; make good use of opportunities to export agricultural products, while ensuring national food security; resolutely, synchronously, and effectively implement solutions to combat illegal fishing (IUU) to remove the EU's yellow card.

For the tourism and service sectors, it is necessary to strongly develop service industries with potential, advantages, and high-tech applications such as transportation, logistics, education, healthcare, banking, etc.; promote tourism attraction, improve service quality, and promote tourism in key markets.

The Prime Minister also requested to promote the disbursement of public investment capital, the Socio-Economic Recovery and Development Program, and three national target programs; speed up the approval of planning. With the specific target of disbursing at least 95% of the 2023 capital plan by the end of the year; completing the preparation, appraisal, and approval of plans, striving to basically approve the plans in 2023.

Unblock, mobilize and effectively use resources

The Prime Minister directed to actively restore and develop the corporate bond and real estate markets. The functional units need to urgently review and evaluate the implementation of Decree No. 08 of the Government on amending, supplementing and suspending the implementation of a number of articles in the decrees regulating the offering and trading of individual corporate bonds in the domestic market and the offering of corporate bonds to the international market.

Units promptly and proactively report and propose to competent authorities mechanisms and policies to continue stabilizing and developing the corporate bond market in a transparent, healthy and sustainable manner; strictly and resolutely implement solutions in resolutions, conclusions and directions of the Government and Prime Minister to develop the real estate market safely, healthily and sustainably.

The Prime Minister also requested to continue focusing on removing difficulties for production and business; unblocking, mobilizing and effectively using resources. Among them, relevant parties should focus on reviewing legal regulations, promptly detecting inadequacies, obstacles and overlaps to amend, supplement or propose competent authorities to amend, supplement, replace or abolish; increase businesses' access to credit and land; drastically cut and simplify unnecessary and unreasonable administrative procedures and business conditions, which increase compliance costs for people and businesses.

Along with that, it is necessary to improve the quality of public services, continue to improve the business environment, enhance competitiveness; effectively implement policies on exemption, reduction, and extension of taxes, fees, charges, and land rents that have been issued.

All levels and sectors must do a good job in social security and welfare, leaving no one behind; proactively prevent and combat natural disasters; reorganize administrative units at district and commune levels; continue to strengthen national defense and security; maintain social order and safety; promote foreign affairs and enhance information and propaganda...

The Prime Minister assigned specific tasks to each ministry and sector. These include solutions to remove difficulties and obstacles related to land and mineral management; thoroughly overcome the shortage of medicines and medical supplies and promote the completion of projects to build large medical facilities that have lasted for many years; overcome the shortage of teachers and issues related to textbooks.

The Prime Minister specifically directed ministries and sectors to implement measures to promptly restore production and effectively overcome floods in the Central provinces; review and guide the removal of difficulties and obstacles in the implementation of real estate projects, especially large housing, urban and industrial park projects; and speed up the implementation of the Project to build at least 1 million social housing apartments.

Along with that, synchronously and effectively deploy tourism promotion activities, especially in the peak season at the end of the year, striving to achieve and exceed the target of 13 million international visitors in 2023; remove barriers, perfect the legal policy system on the science and technology market, form and develop technology trading floors; organize peak attacks and suppress all types of crimes, especially those related to "black credit", weapons, explosives, support tools and fireworks in key areas, ensure security and order...

The Prime Minister called on ministers and heads of sectors to uphold their sense of responsibility; focus on solving key and focal tasks, thoroughly and effectively completing tasks, contributing to the completion of the 2023 target tasks.
