On the morning of August 25, the People's Committee of Hai Duong province deployed the arrangement of commune-level administrative units in the province for the period 2023 - 2025.

Comrade Nguyen Thi Ngoc Bich, Member of the Provincial Party Standing Committee, Vice Chairwoman of the Provincial People's Council; a number of members of the Provincial Party Standing Committee; leaders of the Provincial People's Council, Fatherland Front Committee, National Assembly Delegation and provincial departments, branches, sectors and organizations attended.
Also attending the conference were leaders of districts, towns and cities in the province; Party Committee Secretaries, Chairmen of People's Committees of communes, wards and towns subject to restructuring in the 2023-2025 period.
Concluding the conference, Chairman of the Provincial People's Committee Trieu The Hung emphasized that the arrangement of commune-level administrative units is an important political task. This is also a difficult task, affecting the ideology and psychology of the people and the team of cadres and civil servants.
To effectively carry out the above tasks, Chairman of the Provincial People's Committee Trieu The Hung requested all levels, sectors, localities and units to continue to propagate, thoroughly grasp and seriously and effectively implement the Central's resolutions and directives on rearranging administrative units and reorganizing the apparatus to ensure streamlining, effective and efficient operations.
Party committees at all levels, authorities, the Vietnam Fatherland Front and socio-political organizations must identify the implementation of the reorganization of commune-level administrative units as a key and continuous political task during the 2023-2030 period. The reorganization of administrative units must ensure the direct leadership of Party committees at all levels, mobilizing the participation of the entire political system and society. At the same time, it must ensure compliance with provincial planning, district planning, general urban planning, zoning planning and commune planning.
Chairman of the Provincial People's Committee Trieu The Hung noted that the implementation process must clearly identify the subjects, have a suitable roadmap, follow the correct order and procedures according to the provisions of law, ensure publicity, democracy, transparency and consensus of the people. Promote the role and responsibility of Party committees and authorities at all levels, especially the leaders in leadership and direction. This is the basis for assessing the level of completion of annual tasks of agencies and units.
The Standing Committees of District Party Committees, City Party Committees, and Town Party Committees direct the development of plans, roadmaps, and projects to reorganize commune-level administrative units in localities in accordance with the direction and guidance of the Central Government and the province. Provincial departments, branches, and sectors, closely following their functions and tasks, issue documents guiding the reorganization of commune-level administrative units, focusing on removing difficulties and obstacles after the reorganization to form new administrative units.
Chairman of the Provincial People's Committee Trieu The Hung requested that the commune-level administrative units implementing the arrangement must step up information and propaganda work on the arrangement of administrative units in the area; pay attention to selecting and determining the names of the administrative units formed after the arrangement to be meaningful and consistent with the historical, traditional and cultural factors of the locality. The Provincial Fatherland Front Committee and socio-political organizations of the province lead and direct the coordination with authorities at all levels to step up propaganda work, mobilize members, members and people of all walks of life to actively respond and support, creating high consensus on the policy of arranging commune-level administrative units in the period of 2023-2025.
At the conference, delegates were informed of the Provincial People's Committee's Plan on implementing the arrangement of commune-level administrative units in the province for the period 2023 - 2025. The Department of Home Affairs provided guidance on the arrangement and consolidation of the organizational apparatus, implementation of policies for cadres, civil servants, public employees, workers and the recognition of Heroic units of the People's Armed Forces and Heroic Labor when implementing the arrangement of commune-level administrative units for the period 2023 - 2025. The Department of Finance provided guidance on the management and use of public assets when merging administrative units.
Sectors and localities have shared experiences and reflected on difficulties, proposed solutions to overcome obstacles so that the implementation of the arrangement of commune-level administrative units in the period of 2023 - 2025 can achieve the set goals. The leaders of Nam Sach district proposed that the province should have specific regulations and instructions on the time for temporary suspension and appointment of officials; consider temporary suspension of investment in traffic projects and works. HA VY - SUCCESSIn the period of 2023 - 2025, Hai Duong province has 38 commune-level administrative units with both criteria of natural area and population size below 70% of the prescribed standards or at the same time having natural area below 20% and population size below 300% of the prescribed standards that must be reorganized.
In particular, Nhan Hue commune (Chi Linh) proposed not to reorganize because it would cause difficulties in traveling and would not be suitable for the people's living habits. The total number of commune-level administrative units to be reorganized is 60, of which 37 communes are subject to reorganization; 23 are adjacent communes. After reorganizing commune-level administrative units in the 2023-2025 period, Hai Duong province will reduce 31 units, leaving 204 commune-level administrative units.
