Prime Minister Pham Minh Chinh requested to build a culture of preventing and combating waste, making the practice of thrift and combating waste voluntary.
Prime Minister Pham Minh Chinh has just signed Official Dispatch No. 125/CD-TTg dated December 1, 2024 requesting ministries, branches and localities to promote thrift practice and combat waste (THTK, CLP).
To continue to enhance the effectiveness and efficiency of the implementation of policies and laws on THTK and CLP, the Prime Minister requested ministers, heads of ministerial-level agencies, government agencies; and Chairmen of People's Committees of provinces and centrally run cities to focus on implementing a number of tasks and solutions.
Specifically, the Prime Minister requested to thoroughly grasp and seriously and effectively implement Directive No. 27-CT/TW dated December 25, 2023 of the Politburo on strengthening the Party's leadership over the work of THTK and CLP; the directions of the General Secretary, the Government's resolutions and the Government's overall program on THTK and CLP in 2024.
Strengthen leadership and direction on THTK and CLP; ministries, branches and localities within their management scope are responsible for directing the unified implementation of THTK and CLP goals and targets in 2024 according to the Party's orientation and policies and legal regulations on THTK and CLP.
Minimize administrative procedures and compliance costs, create the greatest convenience for people and businesses; switch from pre-inspection to post-inspection, eliminate the "request-grant" mechanism; decentralize and delegate authority to competent agencies and localities to resolve and take responsibility.
Strengthening the implementation of monitoring, evaluation and accountability of state agencies, cadres, civil servants and public employees in serving the people.
Complete legal regulations related to THTK and CLP work, focusing on reviewing and proposing amendments to the Law on THTK and CLP (Law No. 44/2013/QH13 dated November 26, 2013); review and supplement regulations on management mechanisms and economic and technical norms that are no longer suitable to the country's development practices.
Continue to review and propose amendments to laws and legal documents related to THTK and CLP work to ensure consistency and unity of the legal system, overcome overlaps and conflicts, and improve the effectiveness of management and use of State resources.
Promote information, propaganda and dissemination of laws on waste management and waste disposal and the Party and State's policies and guidelines related to waste management and waste disposal to raise awareness and unify responsibility for the goals, requirements and significance of waste management and waste disposal for agencies, enterprises, organizations, individuals and the whole society; build a culture of waste prevention and combat, making waste management and waste disposal voluntary.
Timely commend and reward typical examples in THTK and CLP; implement measures to protect informants who discover waste.
Strengthening the organization of THTK and CLP in all fields, focusing on the fields of state budget management; management and use of public investment capital; management and use of public assets; management of resources and minerals, especially land; management of state capital and assets invested in enterprises; organization of apparatus, labor management, working time...
Promote and improve the effectiveness of inspection and examination of the development and implementation of the THTK and CLP Program; inspect and examine the implementation of legal provisions in the fields prescribed by the Law on THTK, CLP and specialized laws, focusing on key areas such as land, public investment, construction, public finance, resources and minerals.
Strictly implement legal regulations on handling violations against heads of agencies, units and individuals who cause waste.
The Prime Minister assigned the Ministry of Finance to preside over and coordinate with ministries, ministerial-level agencies, government agencies, and People's Committees of provinces and centrally run cities to complete legal regulations related to the work of thrift and cost control, propose amendments to the Law on thrift and cost control; synthesize and report to the Prime Minister the results of reviewing all public assets and unused or ineffectively used offices and propose solutions for handling them according to regulations, to prevent waste and loss of state assets; strengthen inspection and examination of compliance with the law on practicing thrift and combating waste.
Ministries, ministerial-level agencies, Government agencies; People's Committees of provinces and centrally-run cities, based on their assigned functions and tasks, shall resolutely, synchronously and effectively implement the above-mentioned tasks and solutions; promptly report to the Prime Minister and Deputy Prime Minister in charge on issues arising beyond their authority.
