Prime Minister directs to start construction of 500kV line, absolutely no power shortage

Prime Minister Pham Minh Chinh has just signed an official dispatch to the Ministers of Industry and Trade and Finance; Chairman of the State Capital Management Committee at Enterprises; Chairman and General Director of Vietnam Electricity Group (EVN), Vietnam Oil and Gas Group (PVN), and Vietnam National Coal and Mineral Industries Group (TKV) on the effective implementation of solutions to ensure electricity supply in the coming time.

According to the Prime Minister, there have been times and places where there have been shortcomings and difficulties. Among them, there was a localized power shortage in the North at the end of the dry season in 2023.

To ensure electricity supply, the Prime Minister requested the Ministry of Industry and Trade to urgently complete a plan to ensure electricity supply for production, business and people's consumption in the last months of 2023 and 2024, absolutely not allowing electricity shortages, and report to the Prime Minister before September 15.

In particular, the Prime Minister directed the Ministry to resolutely and synchronously deploy investment preparation work for investment projects under the 500kV line 3 project from Quang Trach (Quang Binh) to Pho Noi (Hung Yen) in accordance with regulations so that construction of component projects can begin as soon as possible; striving to start construction in September 2023.

According to the telegram, the Prime Minister requested the Ministry of Industry and Trade to urgently complete and submit to competent authorities for consideration and promulgation of policies and mechanisms to encourage the development of self-produced and self-consumed rooftop solar power and the direct power purchase and sale mechanism (DPPA); urgently complete the Prime Minister's Directive on ensuring electricity supply, coal and gas supply for power production in the coming time; report to the Prime Minister before September 15, 2023.

The Prime Minister also requested to strengthen the supervision of the operation of the national power system, including direct and comprehensive supervision of the effective operation of the National Power System Control Center (A0), to prevent risks and incidents due to subjective factors in the management and operation of the national power system.

Regarding the State Capital Management Committee at Enterprises, the Prime Minister requested this agency to direct, urge, and supervise EVN, TKV, and PVN to quickly implement assigned power construction investment projects, focusing on directing the drastic implementation of important and urgent investment projects.

At the same time, strengthen coordination and organize the implementation of electricity purchase and sale contracts, coal supply and gas supply contracts, all for the common goal, for the national and people's interests, thoroughly overcome the fragmentation and local interests between units and enterprises under the State Capital Management Committee at Enterprises in electricity production and supply.
