Disciplinary action against leaders of Lam Dong and Bac Giang provincial People's Committees

Permanent Deputy Prime Minister Nguyen Hoa Binh has signed decisions on disciplining leaders of the People's Committees of Lam Dong and Bac Giang provinces.

Specifically, in Decision No. 1157/QD-TTg dated October 11, 2024, disciplinary action in the form of reprimand was taken against Mr. Vo Ngoc Hiep, Vice Chairman of Lam Dong Provincial People's Committee, for violations and shortcomings in his work and the Central Inspection Commission had disciplined him in terms of party discipline; the disciplinary period is from the date of announcement of Decision No. 1664-QD/UBKTTW dated August 14, 2024 of the Central Inspection Commission.

According to Decision No. 1158/QD-TTg dated October 11, 2024, Mr. Pham S, Vice Chairman of Lam Dong Provincial People's Committee, was disciplined in the form of a warning due to violations and shortcomings in his work and the Central Inspection Commission had disciplined him in terms of party discipline; the disciplinary period is from the date of announcement of Decision No. 1667-QD/UBKTTW dated August 14, 2024 of the Central Inspection Commission.

In Decision No. 1159/QD-TTg dated October 11, 2024, Mr. Nguyen Van Yen, former Vice Chairman of Lam Dong Provincial People's Committee for the 2011-2016 and 2016-2021 terms, was disciplined in the form of a warning due to violations and shortcomings in his work and the Central Inspection Commission had disciplined him in terms of party discipline; the disciplinary period is from the date of announcement of Decision No. 1665-QD/UBKTTW dated August 14, 2024 of the Central Inspection Commission.

Disciplinary action in the form of reprimand against Mr. Nguyen Ngoc Phuc, Vice Chairman of Lam Dong Provincial People's Committee (Decision No. 1160/QD-TTg dated October 11, 2024), due to violations and shortcomings in work and the Central Inspection Commission has disciplined the Party; the disciplinary period is from the date of announcement of Decision No. 1668-QD/UBKTTW dated August 14, 2024 of the Central Inspection Commission.

The Central Inspection Commission held its 45th meeting. At this meeting, the Central Inspection Commission reviewed the inspection results when there were signs of violations and the review results, and proposed disciplinary action against the Party Executive Committee of Lam Dong Provincial People's Committee.

Accordingly, the Central Inspection Commission found that the Standing Committee of the Provincial Party Committee and the Party Committee of the Lam Dong Provincial People's Committee violated the principle of democratic centralism and working regulations; lacked responsibility, loosened leadership and direction, allowing the Provincial People's Committee and many organizations and individuals to seriously violate Party regulations and State laws in the management and use of land for a number of investment projects in the province; allowed many Party organizations and Party members to be disciplined, and many officials and Party members to be criminally prosecuted for violations and shortcomings in the case of "Giving and receiving bribes; taking advantage of positions and powers while performing official duties" occurring at the Dai Ninh Urban Area Project in Lam Dong Province and related localities and units.

The above violations have caused serious consequences that are difficult to overcome, with a risk of huge losses of State money and assets, causing bad public opinion, reducing the prestige of the Party organization and local government, to the point of requiring consideration and disciplinary action.

Personal responsibility for the above violations and shortcomings belongs to: Mr. Nguyen Ngoc Phuc and Mr. Pham S, Provincial Party Committee members, Vice Chairman of the Provincial People's Committee; Mr. Vo Ngoc Hiep, Member of the Provincial Party Committee Standing Committee, Deputy Secretary of the Party Committee, Permanent Vice Chairman of the Provincial People's Committee; Mr. Nguyen Van Yen, former Member of the Provincial Party Committee Standing Committee, Vice Chairman of the Provincial People's Committee...

Considering the content, nature, level, consequences, and causes of the violation; based on Party regulations, the Central Inspection Committee decided to issue a disciplinary warning to Mr. Nguyen Van Yen and Mr. Pham S; and reprimand Mr. Nguyen Ngoc Phuc and Mr. Vo Ngoc Hiep.

Previously, Permanent Deputy Prime Minister Nguyen Hoa Binh also signed decisions on disciplinary action against leaders of the People's Committee of Bac Giang province.

Specifically, in Decision No. 1152/QD-TTg dated October 10, 2024, disciplinary action in the form of warning was taken against Mr. Le O Pich, Vice Chairman of the People's Committee of Bac Giang province, due to violations and shortcomings in his work and the Central Inspection Commission had disciplined him in terms of party discipline; the disciplinary period is calculated from the date of announcement of Decision No. 1712-QD/UBKTTW dated September 5, 2024 of the Central Inspection Commission.

Pursuant to Decision No. 1153/QD-TTg dated October 10, 2024, disciplinary action in the form of reprimand was taken against Mr. Lai Thanh Son, former Permanent Vice Chairman of the People's Committee of Bac Giang province (from December 2010 to August 2020) due to violations and shortcomings in his work and the Central Inspection Commission had disciplined him in terms of party discipline; the disciplinary period is calculated from the date of announcement of Decision No. 1714-QD/UBKTTW dated September 5, 2024 of the Central Inspection Commission.

The above decisions take effect from October 10, 2024.

At the 46th session, the Central Inspection Committee reviewed the inspection results and found that: The Standing Committee of the Bac Giang Provincial Party Committee violated the principle of democratic centralism and working regulations; lacked responsibility, slackened leadership, direction, and lacked inspection and supervision, allowing the Provincial People's Council Party Delegation, the Provincial People's Committee Party Executive Committee, and many organizations and individuals to violate Party regulations and State laws in a number of investment projects implemented by Thuan An Group Joint Stock Company in the province.

Many cadres and party members, including key cadres of the province, have degraded in political ideology, ethics, and lifestyle, violated the Law on Anti-Corruption, violated regulations on what party members are not allowed to do, and violated the responsibility to set an example.

The above violations have caused serious consequences, risking great losses of State money and assets, causing bad public opinion, reducing the prestige of the Party organization and local government, to the point of having to take disciplinary action. Personal responsibility for the above violations and shortcomings belongs to Mr. Le O Pich, Member of the Provincial Party Committee Standing Committee, Member of the Party Executive Committee, Vice Chairman of the Provincial People's Committee; Mr. Lai Thanh Son, former Member of the Provincial Party Committee Standing Committee, Deputy Secretary of the Party Executive Committee, Permanent Vice Chairman of the Provincial People's Committee...

Considering the content, nature, level, consequences, and causes of the violation; based on Party regulations, the Central Inspection Committee decided to issue a disciplinary warning to Mr. Le O Pich and reprimand Mr. Lai Thanh Son.
