Construction of 500kV line circuit 3 with the motto "wires do not wait for poles, poles do not wait for foundations"

The conference was held online at the Government Headquarters bridge with the bridge points of 9 provinces where the project passes through.

Attending the meeting were Minister of Industry and Trade Nguyen Hong Dien; Minister and Head of the Government Office Tran Van Son; leaders of ministries, branches and central agencies; leaders of Hung Yen, Hai Duong, Thai Binh, Nam Dinh, Ninh Binh, Thanh Hoa, Nghe An, Ha Tinh and Quang Binh provinces. Deputy Prime Minister Tran Hong Ha attended the meeting at Khanh Hoa province.

The 500kV line 3 extension project (Pho Noi, Hung Yen province - Quang Trach, Quang Binh province) has a total length of about 519 km, with a total investment of about VND 22,356 billion. The project consists of 4 component projects: Quang Trach - Quynh Luu; Quynh Luu - Thanh Hoa; Thanh Hoa - Nam Dinh 1 Thermal Power Plant and Nam Dinh 1 Thermal Power Plant - Pho Noi. The projects all started construction in October 2023 and January 2024; striving to complete and put the project into operation in June 2024.

At the meeting, leaders of ministries, branches, localities and relevant units reported on the implementation of projects; reflected on difficulties and obstacles; proposed tasks and solutions to make projects more smoothly implemented.

Currently, all 4 projects have completed investment preparation work; signed contracts for 225/226 packages. All 4 projects have handed over the site at 1,177/1,177 column foundation locations (100%) and 231/503 anchorage intervals (about 46%). Contractors are simultaneously constructing foundations along the entire route at 100% of locations; completed casting foundations at 430/1,177 locations; handed over 182/1,177 steel columns; completed erection of 43/1,177 column locations; and are erecting 59/1,177 column locations.

Concluding the meeting, Prime Minister Pham Minh Chinh thanked and highly appreciated the Party Committees and authorities of the localities where the project passed through for their efforts to coordinate with relevant ministries, branches and units to promote the project implementation; promptly coordinated to handle arising problems, basically ensuring the project's progress; especially, thanked the people where the project passed through for giving up their land, even their housing for the project...

The Prime Minister commended ministries and branches, especially the Ministry of Industry and Trade, for regularly inspecting, monitoring the situation, and urging project implementation; Vietnam Electricity Group (EVN), directly the National Power Transmission Corporation (EVNNPT), for promoting its heroic tradition and promoting the project; contractors have highly concentrated, mobilized human resources, equipment, and machinery, and constructed projects with the spirit of "overcoming the sun and rain", "working in 3 shifts, 4 shifts; through holidays and Tet", "working at the table, not backing down", and synchronously constructing at all locations, stages, and tasks within the scope of the project.

Considering that the 500kV line project, circuit 3, from Quang Trach to Pho Noi, is of great significance, the project implementation progress basically meets the requirements, but the workload is still very large, in order to complete the projects as planned, Prime Minister Pham Minh Chinh requested ministries, branches and localities to continue to coordinate and review related issues; promptly handle problems according to their authority, promptly ensure progress, quality and labor safety, especially labor safety in locations with difficult and complicated terrain and during unfavorable weather.

The Prime Minister emphasized that agencies, localities and units must closely coordinate with each other and with the people and businesses for the common goal, avoiding troubles, negativity and corruption in the process of project implementation, in the spirit of "listening, sharing, acting", "working together, winning together and enjoying together".

Localities urgently clear the land, hand over the route corridor so that the investor can carry out the work of laying and pulling conductors; urgently relocate, resettle and carry out resettlement procedures for households, ensure the safety of the route corridor to energize the project in June 2024.

EVN, directly EVNNPT, continues to urge construction contractors to concentrate human resources and construction machinery to promptly complete the construction of column foundations and organize the installation of columns and stretching of wires according to the committed schedule. Contractors supplying materials and equipment urgently complete the fabrication and transportation to the construction site for synchronous installation.

With the spirit of all for the national interest, for the people's interest, for the development of the country, the Prime Minister requested all ministries, branches and localities to focus on coordinating and synchronously implementing tasks with the motto "wires do not wait for poles, poles do not wait for foundations, foundations are not done by just one person"; strive to complete the policy framework to compensate people affected by the project before April 10, 2024; basically complete the project items of the project by June 20, 2024 to connect electricity and put into operation no later than June 30, 2024.
