On the morning of April 12, the Legal Committee of the Provincial People's Council worked with the Department of Home Affairs to review the Project on rearranging commune-level administrative units for the 2023-2025 period in Hai Duong province.
At the meeting, members of the Legal Committee of the Hai Duong Provincial People's Council requested the Department of Home Affairs to explain, clarify and supplement some contents related to urban planning of towns; specific plans to resolve cadres, civil servants, non-professional workers and redundant headquarters and assets after the implementation of administrative unit arrangement. Speaking at the supervision session, Comrade Nguyen Khac Toan, Member of the Provincial Party Committee, Vice Chairman of the Provincial People's Council, requested the Legal Committee and the Department of Home Affairs to receive the opinions of the delegates to continue to complete the project dossier. The Department of Home Affairs advised the Provincial People's Committee to direct relevant departments and branches to provide specific instructions to resolve a number of issues when implementing the arrangement of commune-level administrative units such as basic construction debt, handling of redundant headquarters, public assets; guide and facilitate people to convert documents; pay attention to investing in traffic infrastructure, electricity, water in newly established units. When merging communes, wards and towns, it is also necessary to choose options and plans to arrange local units and organizations in accordance with reality, maximizing efficiency.
The Legal Committee of the Provincial People's Council requested the Department of Home Affairs to urgently advise the Provincial People's Committee to prepare the content of the submission and draft resolution to submit to the Provincial People's Council at the thematic meeting scheduled to be held at the end of April to approve the Project on rearranging commune-level administrative units in the period of 2023-2025 in Hai Duong province; at the same time, continue to complete the dossier to submit to the Ministry of Home Affairs for appraisal.
Hai Duong province currently has 235 commune-level administrative units. Hai Duong will reorganize 57 commune-level administrative units into 29 units (28 units formed after the reorganization and 1 unit with adjusted administrative boundaries). After the reorganization, the province will have 207 commune-level administrative units (reduced by 28 units), including 151 communes, 46 wards and 10 towns.
To date, 57/57 People's Councils at the commune level have held meetings to issue resolutions approving the rearrangement policy with 100% of the delegates present agreeing. 10/10 districts, towns and cities with commune-level administrative units subject to rearrangement have also held meetings to issue resolutions approving the rearrangement policy with 100% of the delegates present agreeing.
